SENATOR3HIP THE PRIZS The Present Guerrilla Movement Is to Aid the Men Who Are Already Planning to Defeat Republican Can didates for the Legislature By Fusion. As was predicted, the convention of the so-called Union party held In Phila delphia to pave the way for an or- Kauizatlo-n against the present leader ship of the Republican party of Penn sylvania was a complete failure. With possibly two or three excep tions, there was not a man of promi nence or influence in his home county in the convention. It was a miscellaneous collection of tuen who have been repudiated by their feflow Republicans or who have been unsuccessful in their efforts to get of fice, and who takes this means t* get revenge upon the Republican organiza tion which has failed to place them in lucrative positions. Throughout the entire proceeding* of the convention the hand of Wiui maker was seen in every move made. Wanamaker has not given up his thought of some day being made United States senator. He tuts failed in his efforts to obtain this great prize through the Republi can party and now his lieutenants are seeking to form a new party under whose banner they oan gather all the dissatisfied, the disgruntled and dis carded elements, and with an organiza tion thus formed join hands with the Democrats and work out fusion games to defeat Republican candidates where ever they can. Yhe aim and object of the formation of a "Union" party was disclosed in a speech made in the convention by for mer Director of Public Safety Frank M. Riter, of Philadelphia, who was elected to the state chairmanship of the Union party. Riter has for years been a Wanamaker partisan. With him at the head of the organization, the Union party backers can be certain that Wanamaker's political interests will be safely guarded and always ad vanced by the Union party. It has, :ilnce Riter's election, been designated by many as the "Wanamaker Union party." WANAMAKERISM IS RAMPANT. Employes of Wanamaker were con spicuous in the direction of the con vention. It is not known that Colonel Mc- Clure is on any Wanamaker salary roll. But he does contribute and draw revenue from newspapers which, from the character of their political edi torials and news reports, might as well be owned by Wanamaker himself, for they are always written in his interest. Colonel McClure is a man who has not held membership in any political party for any considerable length of time. He is now working up the Union party's organization, and he It was who placed Riter in nomination for state chairman. Ln his spech accepting this position of state chairman, Riter said the pres ent canvass is but a skirmish of next year's battle. He called attention to the tact which showed the animus of the whole movement, that next yesx the voters will be called upon to •!•(& members of the legislature who will ih turn be called upon to elect a United States senator. The stress which Riter laid upon this feature of the political sitw&tion drew attention to the plans of the men be hind the Union party to work the legis lative districts next year by forming independent organizations at this time, which will be found co-operating with the Democrats in the election of mem bers of the legislature. OUFFEY IN THE GAME. Tills is the reason why Colonel James M. Gulfey, the Democratic na tional committeeman, and Democratic candidate for United States senator, is I co eager to help the Union party along. He has started to form an independent Democratic organization in Philadtl phia under the guidance of Wana maker's counsellor, former Judge Gor don. and he hopes to be able to carry several Republican districts In the i Quaker City for Democratic candidate* 1 for the legislature, with the aid of the ' Wanamaker followers. But it is gratifying to Republicans to ! note that Wanamaker has been unable to muster anything like (he strength his admirers supposed he could. His Union party has not cut the figure in Philadelphia lolitics he expected it would. Out in wastern Pennsylvania, the former insurgents have deserted the insurgent colors and are rallying around the standard of stalwart Re publicanism. This means a net loss of over 50 per cent, in the insurgent column in the next legislature. ROOSEVELT A STALWART. The doctrine of stalwart Republican ism is spreading in every district in Pennsylvania. Recent utterances of President Rose velt have done much to contribute to this result. The president has declared that he proposes to recognize the regular Re publican organizations in the several states through their United States senators. There is every reason to believe tlie, Republican national administration will give hearty support to the It publican organization of Pennsylvania. IN PURSUANCE OF ARTICLE Will OF THE CONSTITUTION. A JOINT RESOLI TION Proposing an amendment to the Constitution of the Commonwealth SUCTION 1. Be it resolved by the Senate and House of Representatives of the Common wealth in tienerally Assembly met. That the following Is proposed «s amendments tii the Constitution of the Commonwealth of Penn sylvania, in accordance with the provisions of tile eighteenth article thereof. Amendment One to Article Eight. Section One. Add at the eml of the tirst paragraph of said section, after the words "shall lie entitled to vote at all elections." the words "subject however to such lows requiring ami regulating the regis trntiou of electors as the <.eneral Assembly may enact," so that the said section shall read as follows: SECTION 1, oualificatinns of Electors. Kvcry male citizen twenty one years of age |«>ssess ing the following qualifications. shall be en titled to vole at all elections, subject however to such laws requiring and regulating the regis tration of electors as the General Assembly may enact: 1. He shall have been a citizen of the t'nited States at least one mouth. 2. He shall have resided in the state one y ar (or, having previously been a qualified elec tor or native Uirii citizen of the State, he shall have removed therefrom and returned, then six mouths.) immediately proceeding the elec tloii. He shall have resided in the election dis triet where he shall offer to vote at least two months immediately proceeding the election. i. If twenty-two years of agetind upwards, hcshall have paid within two years a State or County tax. which shall have lieen assessed at least two months and paid at least one mouth before the election. Amendment Two to Article Eight, Section Seven. Strike out from said section the words "but no elector shall be deprived of the privilege of voting by reason of bis name not being register ill." and odd to said section the following word*, "but laws regulating and requiring the regis tration of eleetors may lie euiu-ted to apply to cities only, provided that such laws be uniform for cities of the-same class," so that the said sec tion shall read as follows : SECTION 7. Uniformity of Election Laws.— All laws regulating the holding of election-, by the citizens or for the registration of electors ftliull be uniform throughout the State, but laws regulating and requiring the registration of electors may lie enacted to apply to cities only, provided that such laws be uniform for cities of the same class.
