Another reason for believing that the law Is obligatory is the provision for the official ballot, which requires a blank space to be left, in which the voler is permitted (0 write the name of any candidate whose name is not ou the ballot and for whom he wishes to vole. Lawyers assert that this proyision makes It neces- sary for County Commissioners to pro- vide for the primary In every elec- tion district in the state, regardless of whether or not petitions have been filled, farnishing blanks where no printed tickets have been petitioned for by the electors. The provisions giving an option to volers in Loroughs and townships as to the use of the new law is construel- ed as not Intending to give them a choice of methods, but merely to pro- vide them another way To g*l nom- inations made In case, for any rea- son, a party should fail to poll any votes at primary. The general opinion of lawyers who have business with the state depart- ment is thai the law Is obligatory, and all nominations must be made under its provisions. They base their opin- sions on two clauses wn the first sec- tion, one of which says: “Two phi- maries shall be held each year im every election district of the commion- wealthwealth'” The other clause pro- vides that, “Candidates for all offices to be filled at the February election shall be nominated at the winter pri- | mary” LIKED TRAGEDY. NEW MOVE IN . THE LEHIGH VALLEY. There Is Likely to Be Something Do. ing at the Next Meetlog of the Board of Directors. The Lehigh Valley officlals are sending out proxies for thelr meeting to be held on January 16th, 1967, for the election of a president and dirce- tors and for the transaction of such other business as may come before the meeting At the meeting of the board, when the extra dividend on the Lehigh was declared, putting the stock practical- ly at a aix per cent basis, they gave as their reason for not listing the stock on the New York Stock Ex- change, that It had been on the Phil- adeiphia Exchange for 60 years, and they did not see why a change should be made The indications are that a strong effort will be made to elect men as directors who will favor listing the stock on the New York Exchange Plane Tuning. It is talked on the streets, and in pub- lic places, that for the past six weeks the men have been given every rea- son to become dissatisfied, and there the cause for secrel. During the incumbency of Mr. James, the first superintendent that the shops had, and who recently re- signed in order to make room for new talent, the employes it appears, ut- tered but few complaints, and it was generally couceded that Mr. James was a friend to the men and that he did all he could for them. Since his departure, however, things have changed, and the men have no hesi- tancy in asserting that the time {= not far distant when another change must be made or the Lehigh will be com- pelled to employ practically a new force of men with which tw operate its shops It is asserted that under present conditions an effort is being made to materially incremde the output of the shops, and that in order to reach this end the men are being rushed to the limit. The men Insist that the rush- ing process Is rapidly taking the form of an Imposition, and as the best me chanics are Deing affected, there Is a likelihood of a general slump In the force. In fact during the past few weeks many of the first-class mechan- fea have left to seek work where the conditions are more congenial. Yes- terday four men left for Oneonta and others are expected to go in a few days It is clalmed that only one-third of the men employed in the shops are skilled machinists, while the remain- der are known as handy men. The latter class, while dissatisfied, are not as willing to quit as the skilled fel low, for the reason that it is not as easy a matter for the handy man to secure employment as (t Is the man who Is a tradesman. Therefore un less conditions change the Lehigh Val ley will find itself up against a rath- er stiff proposition this disaffection a PERPLEXING QUESTION AGITATES RAILROADERS kl Who owns the DD.
