L. f-QCIUES The attempt to pass :i prohibitory lifj ! nor law in North Carolina litis failed, the i constitutional amendment being voted I down'on Tliursdsiy last by a largo mtijori i ty. I'nfortunately the matter was made one of party. The Democrats originated and advocated the amendment and the Republicans opposed it. The negro vote was what so'tled the issue, and the way 'in which the vote was manipulated ! shows the imperative need of educating ' those to whom the ballot has been given. i * I The negroes were suspicions of them >ve i mcnt from the tirst, because of its origin, ! and their ignorance and fears were work ed upon in the most unscrupulous ninii | ner by the Republican leaders, many of , whom were engaged in the manufacture ' and sale of liquor. For instance, it is I said tlie negroes were told that the law proposed would break down the public | schools, take the right to vote from the j I'rccdiiicu, and actually reduce them to I slaverv again. A fair specimen of the ef -1 . ! lect ot these falsehoods can be seen from j this passage from a sermon preached by one ot the colored ministers: "I)e Scrip tures say dat dcre shall be one law fur all and dey is try in' to take de whiskey from de poor eullud man, and let de rich white ! man drink aU he wants. I've got a head j of my own—Fin not to be turned about bp lamed professors." With such mate rial as this to work upon,it is not strange that the "poor eullud man" was induced to vote for his greatest curse, and the thing that makes him a slave indeed. A a political victory, itijs one that any par ty-well might wish its opponent to have rather than itself.— KsnmhH'r dii<l C'hi'ou j ide. The House of Lords, through its tory i element, hope to defeat Mr. Gladstone's I Irish Land Hill at the present session. ! The rejecting of the uio-t sweepingelaus jes has greatly excited the country. The I battle D set in array bet ween plutocracy ; | and democracy. Mr Gladstone is under stood to have said that he would not ! yield a hair's breadth, and will issue an j appeal to the country, showing that the | | work of an enl ire session has been lost I by the few hours' opposition of the rccal | citrant House of Lords. Radicalism is rampant and demands the abolition of i this body under the cry of "Down with I the Oligarchy." Members were sunt- j I | molted hastily from leaves of absence, on Saturday, to be present at the final strug gle. Grouse huntling surrendered all its votaries to the high demands of State pefils. The campaign will be a vigorous i and eventful one. And Mr. Gladstone will allow L'arliment to adjourn and re- ] ; sttnic the subject in the next, rather than yield an inch. • ♦ • —- The figures for August Ist, showing the condition of the crops, will be found jto vary much from the July showing. I The report will show a loss on the wheat | crop, compared with last year, 70 per ; cent greater than it appeared from the July statement, or a shortage in the ' neighhoi hood of 12">,000,000 bushels. ; The corn crop will make a better showing | than in July, while cotton and tobacco | will be fair. A meeting of fifty men and two women was held in Boston last week for the pur pose of sympathizing with liartmann, the Nihilist. Speeches denouncing Russian tyranny, were made and a committee ap pointed to invite Ilartmann to address a public meeting there. No persons of > prominence figured in the assemblage. A few years ago M. Montigny called attention to the fact that the scentillation of strrs is considerably increased during j aurora borealis. Further • data on this subject are afforded in a recent I issue of the bulletin of the Belgian Acad- j emy Among other things, he his ob served that the phenomenon is more pro- ; nounced in winter than in summer, and i that stars in the northern regions show | the increased scintellation most. The j author's general conclusion is that the: effect is not one due to direct influence of the electro-magnetic light of aurora on scintellation itself, but ',o disturbances (probably a cooling) which coincide with the appearance ot aurora in the upper re gions of the .air. traversed bv the star rays. rVXILY REVIEW Only Ttrvu I #/- Fir v 9 Vi# t s A MONTH.
