An adjourned session of the council was held Friday evening, April Bth, 1881. at which nil the members were present. Councilman l'arsels moved that the read ing of the minutes of the last meeting be dis pensed with, and that they stand approved as published and entered by the secretary. Carried. Burgess Alger announced his appointment of committees. Finance committee, of which the regula tions make him a member, Holcomb. Frost. Sanitary—Gordon, Holcomb, Heeler. Streets—McCabe. Gordon, Spalding. Gas —ltahm, McCabe, l'arsels. Fire —Frost, ltahm, Heeler. By Councilman ltahm: Resolved , That Johnson Wells and Geo. W. Moffit are hereby appointed special police for the ensuing year, without pay, except when detailed for duty, by'direction of the burgess, or in his absence by the assistant burgess. Mr. Holcomb moved to amend by adding the name of Harding P. Chubbuck. Mr. l'arsels said that a large majority of his constituents were in favor of the appoint ment of Geo. Britton as special police, and as such an officer was very much needed near the Barclay depot, lie moved to amend by adding Mr. Britton's name to the list. The amendments were carried, and the res olution as amended was adopted. Councilman McCabe called the attention of the council to the nceesity of making some change in the council rooms, and the sanitary condition of its surroundings. A committee had been appointed at a former meeting who had submitted a report in favor of commenc ing the work as soon as the weather would warrant it; one of the members of that com mittee was no longer a member of the council and another should be appointed in his place. The burgess appointed Councilman ltahm to till the vacancy. By general consent the committee were authorized to examine and report at a meeting to be held on Thursday evening the 14ih iiist., what changes arc nec essary to make the council rooms more con venient for the borough government and citi zens having business before it, and also to receive proposals fordoing the work. By Councilman l'arsels: Resolved , That no work be done on the streets not ordered by the council, unless it should become necessary between regular meetings of the council to clear obstructions from the ditches *r repair crossings, and such work may be done by order of the burgess. Adopted. In consequence of the additional amount of expenditures which will be required to pay the Water Company should the works he ac cepted, it was deemed necessary by all the members of the council to slightly advance the rate of taxes; the following resolution was therefore adopted: Resolved. That a tax of fifteen mills on the last adjusted valuation for county pur poses ho levied as borough tax for the year A. D. 1881 of Towanda borough; that the board of appeals be held on Saturday evening the 7th day of May, at 7:30 o'clock, of which time and place the collector shall give due notice. The next business considered was the prop osition of the Gas Company. The company propose to light the streets for one year from the 10th day of April, 1881, for SI.OO per post per month, gas to be burned on all dark nights from one-half hour after sundown to 11:30 P. M., the company to light and extin- guiab the gas and wash the globes for the ad ' ditional sum of $!) per month, us heretofore. On motion of Councilman Ilolcomb the proposition of the Gas Company was accepted. On motion of Councilman llahm the council proceeded to lix the salaries of the borough Officers, and the following rates were agreed opon without dissent. Secretary and Treasurer, $300; chief of po lice Burns, $2 per day; J. N. Califf, retaining fee, <sso; C. W. Dimoek, S2O per month in addition to the amount paid him by citizens. Mr. Rahm moyed that the streets and alleys be cleaned as soon as the frost will permit, Commencing on Main street. Carried. Report of Justice Hall for the months of December, Jauuary, February and March: December 16/ Dennis Daly, arrested by Burns for drunkenness; fine $2, costs $1.70; jpaid $3.70. December 21.—George Smith, arrested by Moffitt for drunkenness; fine *3, costs 11.70; paid $4.70. February 22. —John Broson, arrested by Burns for drunkenness and cruelly to brute animals; fine sf>, costs $1.70; paid $0.77. March I.—'Theodore Garley, arrested by Burns for drunkenness; fine $5, costs $1.70; paid $0.70. March 3. —Henry Campbell, arrested by Burns for drunkenness: fine $5, costs $1.70; committed.
