Mr. Ralph Waldo Emerson's personal impressions of the late Mr. Carlyle, as conveyed in the unpublished letters writ ten at the time of his first visit to Eng land, are to appear in the next number of Scribner's Magazine. Four students of Syracuse University were arrested Saturday charged with committing an assult upon a fellow stu dent, Ezra S. Tipple. Tipple was kid napped, bound, gagged and taken five miles in the country, where he was tied to a tree, his head shaved and abandoned by the students. The new Mexican Southern railroad elected the following: President, U. S. Grant; Vice-President, G. M. Dodge; Secretary, James H. Work; Treasurer, Russell Sage; Executive Committee, Jay Gould, Frauk Work, Russell Sage. Reso lutions were adopted requesting Grant to proceed to Mexico to present the interest of the Company. The late Czar is said to have been not so apprehensive of plots against him during the last few weeks of his life as he was last year; so that he fell into the old routine he was accustomed to follow be fore the days of the duel between Nihil ism and Imperialism. His new wife, however, had not an easy moment when he was away from her. Although a wo man of easy temper aud lymphatic, she was a prey to the gloomiest apprehensions whenever he went abroad, and his return was always the occasion of a domestic festival. The Southern question seems to have dropped out of Congressional calculations. Secretary Kirkwood takes a sensible view of the contested Southern elections. He thinks the alleged frauds should be iuvstei gated with great care, so that no injustice be done to either party. For a remedy, in cases where it becomes evident that there was either an unfair election or a dishouest count, he suggests that a new election be ordered. This is the remedy which has already met the approval of many stndents of the Southern question. In case the new election is like the old, unfair, still another can be ordered, and go on until a fair one is secured. In this way the people of the South will be taught that they must either allow their Congressmen to be elected fairly or else go unrepresented. Commenting on the present status of the coal trade the Engineering aud Min ing Journal remarks that "it is said that the companies are quite harmonious. Al though we do not anticipate any actions that will enable buyers to secure, later in the year, cheaper coal tnau at the present time, there has evidently been some ill feeling engendered during the past fort night. The public has heard enough ot programmes during several years past, and will only show confidence in the ac tions of companies. To run full time means ruinous competition among the producers, while over-production, be it only a couple million tons, will be but little better. Although we do not believe <n combinations as permanent benefits to trade, yet we do believe in fuily and not iialf carrying out an adopted plan. Be lieving that the companies will enforce the curtailment plan for regulating prices we believe that it would be better for both the companies and the public if this was rigidly impressed upon the public mind by a literal enforcement of the re stiictiou immediately. There will be a large amonnt of coal required this year, and if the public waits too long, it Will certainly have to pay very much higher freights and very likely much higher prices for coal. All matters considered, the present time appears to be as advan tageous as any for those with capital to 'ay in supplies." Business Cards.
