The most daugerous caste with which European governments conteud is the nihilists. Nihilism mainly exists in Rus sia. It is a belief in nothing. All things came from nothing and return to their orignal state. Governments should not exist. All rulers are tyrants, and should be deposed. God is an igno rautly worshipped myth. All things should be held in common. Many causes have led to their rise in Russia. Let us state them briefly. Rus sia is the only civilized nation that is an absolute monarchy. Till recently all en emies of the government were banished to Siberian wilds without trial. This was the first cause leading to their rise. Thirty years- ago a Russian periodical was started in London. It attacked the government, customs and religion of Russia. It was smuggled into Russia and freely distributed. The students at the national universities read it and at once became the most dangerous nihilists. They have led the most important insu rections. Translation of all the impor tant infidel authors have strengthened the nihilistic cause and nihilism has con tinued to grow. Gaining strength, its leaders have become bolder. Frequent attempts have ended in the assassination of a wise and liberal ruler. The aristoc racy, deprived of 23,000,000 slaves in 1858, has also encouraged the nihilists. The help of discontented (aristocracy probably hastened the death of the late czar. Nihilism has also spread to France and Germany. There, as in Russia, stringent laws are in force to keep them under control. The curse of sister na tions becomes a national evil when we learn tuat the nihilists are pouring into the United States by thousands. The western cities are compelled to use thou sands of dollars annually in watching them. Our law-makers must give us stringent laws to control nihilism; or, ere a decade has elapsed the aasassina tion of rulers will be a common occur ance and America will be in danger of the horrors of a "French Revolution." Some Republican papers are arguing against an extra session of Congress on the sole ground that no party has called one during the last fifty years without losiug by it; except in 18G1, when an ex tra session was called to provide means for putting down the rebellion. The Re publican party cannot afford to take any such narrow view of the matter. The question of "party policy" should not control. If it appears, after mature and careful deliberation, that tire best inter ests of the country demand an extra ses sion, the Republican party can afford to call one; in fact, it cannot afford not to call one. If it does not so appear, then the party cannot afford to call one. The Republican party is not a party of "poli cy." It is a party of principles, and no good reason should be permitted to exist for the suspicious even, that the party will use the privileges of power for the perpetuation of it. And now some of the independents (?) are greatly disgusted because Senators Camerpn and Mitchell are said to be agreed on candidates for the Pittaburg ofllces. Just as though the only way Mr. Mitchell can show his independence is by opposing Mr. Cameron's wishes in everything. The junior Senator will best serve his constituents by acting for the best interests of the Republican party in the matter of appointments, and in doing so will generally And himself in accord with his colleague.
