The eldest son ef Alexander 11. died in 1865. The new czar*is the second son. The daughter is married to Queen Victor ia's second son, the duke of Edinburg. The new czarina is the princess Maria Dagmar of Denmark, sister to the prin cess of Wales and the king of Greece. She was engaged to the czar's eldest son, and on his death transferred her affect ions to his brother. Alexander 111, was born March 10, 1845, and was married November 0, 1866. Four children have followed the union. The new czar, ac cording to a sketch in the Tribune , while not being quite so tall as his father, is still about six feet in height, and is re markably deep-chested and broad-should ered. In St. Petersburg he usually ap pears most correctly attired in uniform ; but when enjoying a holiday among his wife's relatives at Copenhagen—where he is very popular—he is plainly dressed. His career as a soldier is a creditable one, though not brilliant. Two of the things that remind him of his career in the army are a frosbitten hand and a slight scar on his temple, where a bullet grazed his head in one of the battles dur ing the Turkish war. During that war his presence early in the campaign, did much to encourage the Russian troops. The term of Dr. Wickersham as Super intendent of Public Instruction expired some months ago and he has been hold ing over to await the pleasure of Govern or Iloyt in the appointment of his suc cessor. The Governor seems to have been quickened to the necessity for mak ing the appointment by the injudicious way in which some <sf the many friends of Dr. Wickersham have pushed a move ment for his retention, and, in fact, seems to consider these methods so - improper as to constitute an argument for Dr. Wickersham's being made to walk the plank immediately. We do not take this view of the matter, and are inclined to the opinion that if the question were sub mitted to the people there would be a greater majority in favor of Dr. Wick ersham as his own successor in an office which he has filled to everybody's satis faction and for the promotion of the efficiency of the public school system. Granted, however, that a change must be made, it is not probable that the Gov ernor's choice could have fallen upon a gentleman less open to objection or better lltted for the office then Dr. Higby, and the wisdom of the selection will do much to disarm the criticism which any change would invite.— rress. In a speech at the graduation exercises of Washington Spencerian Business Col lege last May, President Garfield said : "Laugh at as we may, put it aside as a jest if we will , keep it out of Congress or political campaigns, still the woman question is rising in our horizon larger then the size of a man's hand; and some solution, ere long, that question must fiud. I have not yet committed my mind to any formula that embraces the whole question. I halt on the threshold of so great a problem; but there is one point on which I have reached a conclusion, and that is, that this nation must open up new avenues ot work and usefulness to the women of the country, so that every where they may have something to do. This is, just now, infinitely more valuable to them than the platform or the ballot box. Whatever conclusion shall be reach ed on that subject by-and-by, at preseut the most valuable gift which can be be stowed on woman is something to do which they can do well and worthily, and thereby maintain themselves."
