The Republican Senators have had a caucus and the unanimous opinion was ? that if the Democrats attempt to organ ize the committees while four of the Re publican seats were vacant, the effort should be strenously resisted, as an effort to take an unfair advantage of the Repub licans, and also as an injustice to the in coming Senators, whose wishes in regard to the committee appointments should be consulted by their Republican colleag ues before the lists were completed. It was therefore determined that the invitatiom of the Democratic cacus for the Republicans to name the minority membership of the committees shall be declined, and if the Democrats fill out the lists and present them to the Senate for adoption, the Republicans will abstain from voting. The question will then arise whether a quorum of the Senate consists of a majority of Senators hold ing seats or a majority when all the seats are filled. There are now 37 Democratic Senators and 33 Republicans and 2. Inde pendents, Davis and Mahone. If, there fore, it be decided that a quorum consists merely of a majority of those holding seats, or if the Independents >ote on the question of adoptiug the list, and thus make an uudisputable quorum, the Repub licans will have to accept the committee representation assigned to them. Rut in this event they will endeavor to re organize the Senate, if it be in session after the four vacancies are filled, provid ed that the positions taken by the Inde pendents shall by that time afford them a reasonable chance of success in re-open ing the contest for control. The Democrats take the ground that the business of the special session ought to be disposed of as rapidly as possible. It cannot be transacted properly without the formation of the regular committees, and it is therefore their duty to proceed with the work of organization forthwith. It was suggested at the Republican cau cus that the President be advised to hold back his nominations until the Republican vacancies are filled, and thus prevent an adjournment to December, which might otherwise be ordered by the majority, al ter securing the control of the organiza tion and transacting the necessary busi ness. It was agreed that the nomina tions might properly be thus delayed, in view of the fact that the Senate may meanwhile devote its time to the consid eration of the various pending treaties. Mention was also made of the power of the President to reconvene the Senate in the event of an adjournment, as often as he may deem proper. "Fifty years hence,"said the President, "Our children will not be divided in their opinions concerning our controversies. They will surely bless their fathers and their fathers' God that the Union was preserved, that slavery was overthrown, and that both races were made equal be fore the law." Twenty years have pass ed since the controversy began in war; sixteen have passed since the appeal to arms ended—and already "opinions" are consolidating. The South has already pronouueed the benediction upon the overthrow of slavery. Charlotte Thompson, the actress, when about to leave Toledo, Monday night, discovered that the casket containing her diamonds,valued at $15,000, was missing. There is no clue. In the Supreme Court yesterday ex- Attoruey-Geueral Devens introduced his successor, Mr. MacVeagh, to the Court, and made an appropriate address.
