The coseequenee is that to-day the position of
the specie held by the Sub-Treasury sod the
banks is completely reversed, and the latter
afforded the utmost relief the Secretary could
arrange for under the law.
These disbursements will be rapidly continued.
Mr. Cobb determined a few days since, to reduce
the premium which he is paying on the public
stocks, unless they are sent in forthwith for re
demption -Flis desire is to distribute his balan
ces, as far as they can be appiopristed to this
object, to the best public advantage, and at the
earliest day possible to afford relief to the money
market. Tbe.new order Is, that up to the first
of November he will continue to patsixteen per
cent, premium sad the accrued interest for the
bonds and certificates of loan of 1867-68. After
that date he will reduce the premium to four
teen per cent. One or more of our leading &iv
logs Banks, we learn; will avail of ibis notice at
once, and aving the opportunity to reinvest in

There are other movements of the- Secretary
which_have oowe under our notice tending to
similisr relief, though of lee, importance. The
whole effect has been to popularise the Buts
Treasury system in a season of severe pecuniary
trial, and to afford a degree of substantial aid to
business for which the public are largely indebt•
ed to the practical sense of the head of the Tres
sury Department

The St. Louis paper, reoaived yesterday, bring
US the proclamation of Gov:'W•Lxxst, with re
ference to the Congressional and Legislative
elections that are to be held in Kansas on the
sth of October He treats the Whole matter
of the affairs of the Territory at some length—
the proclamation occupying some five columns
of small type In relation to the Legislative
apportionment the Governor says it is certainly a
great calamity that these counties are deprived
of their due weight in that apportionment of
members for the Territorial Legislature. That
result was not intended by the Territorial Legis.
latnre, and could not be prevented by the officers
by whom the apportionment 'was made. As to
who are voters, Govi WALKER relies on the law
of the 116th of February last, which' declares
every"citilen a voter who shall have resided in
the-Territory six months ►tod be ov l• r the age of
twenty °tie years. The prepayment of a tax is
not required as a qualification for a voter The
Governor also- pledges the purity of the ballot
boxes, and will employ the lini64 States troops,
if necessary, to protect them against fraud anti

last, as also in the published letter of President
Bachatian to Professor `Silliman and others, of
the 15th of August last. An overwhelming
Majority of the press and people of the United
States have condemned this insurgent movement;
the elample has not been adopted by any other
locality io Kansas, contrary to the expectation
of its.aathors. It failed to reoeivewny sanction
from the General Territorial Convention of their
own party of the 26th alt., and now stands with
out a precedent in our country—a solitary mon
ument of revolutionary violence and incipient
treason So soon as the overt act now threaten
ed is consummated, this rebellion will be sup
pressed by t. , ke lawful use, if necessary, of all the
troops under my control, sating in aid of the

The Governor cioncludes as follows:—In con
clusion, permit me to say, with all the serious
ness and sincerity demanded by tile solemnity of

my most ardent desire, as a chief magistrate of
