It will be recollected, also, that after my proclama. tion of the 15th of July la:g r and the simulta neous movement of the troops there, as a precau tionary Measure to maintain the authority of the ' goveromont, and arrest the spread of this insur rection throughout the Territory, they then pro (eased, through their organs, that what they had called a govern meat and tet which they had given all the powers of a government, was a mere von- CNTARY ASSOCIATION for the removal of nuisan ces from the stretas &a.
