It, or rather, a synopsis, will be found in another column. c 1( course this new bulletin from the Ezeontive will bring forth oorresponding bowl, from all the "Trays, Blanches, and Sweethearts" of the op position. And this opposition is not confined to the North; it embraces the "bard.? T arns" of Missouri, and the fanatics of the South who pro fess to imagine negro slavery a blessing, as well as the ultraists of the North who vainly think negro slavery in the South a wares of all the ill the body politic is heir to. All this class, no matter where they reside, will denounce the pro olassition of the President; and why? Simply because it treads upon their corns. Laws are all right so long as they do not interfere with the designs of faction, llint the moment the Essen tire proclaims his deterznivation to see them faithfully executed, regardless of the persons who stand in the way, both the Executive and the Law are held to public execration. As we have already remarked, therefore, we may impost' to bear an increase of clamor from all the faotional throats in the Union. Now that the House has been organised, by the election of the necessary officers, the pub lic have a right to expect that the business which ostensibly 411 ed Congress together will be at tended to. But in this, the dear patient, long suffering public, will be disappointed, for although the spoils, in a numerical point of view, have been disposed of in the election of Speaker, Clerk, Doorkeeper, and Postmaster, the spoils, par ex cellence, in the election of Printer, have not yet "sought the man." Until this is doue,.of oourse, this reforming Congress can attend tonotbing else; and hence the telegraphic reports from Washing ton are mere repetitions of Ballots for Printer. Follet, of the Ohio Slate Journal, is the Fusion candidate. but has not yet proved himself as for midable as Banks, and we think be will not.— His last count was only (18 to 71 for 'Wendell, with the balance scattering Truly this new party find success "a hard toad to travel." News from Europe by the last steamer still further strengthens the hopes of peace, and con sequently the New York market for Flour and Grain show those commodities at a stand still, with a little inclination to take a downward slide. The metropolitan press, however, are by no meant sanguine that peace is es near as the signs indi cate. France, it is evered, was never better pre pared for war, or more determined not to suspend hostilities until the objects of the struggle are fully insured, whilst the utmost accord continues between tie cabinets of London and Paris The Washington Union concludes an article, review ing the grounds upon which the hopes of peace an foundod, by Baling that it has not the least idea that Uae antieipsted renewal of negotiations will result in peace, unless the .4nglo•Frenoh al liance should awake from ha dream that Russia is actually conquci‘d, and abate a large portion of its pretensions. She will probably yield just enough to shield Austria from the necessity of fulfilling her engagement Tally positive pledge has been given) to withdraw her ambassador in ease of an absolute refusal to negotiate, and no more. fu the wear/ time, these rumors and an- ticipations of peace answer a very important pur pose. A large loan is contemplated, and is in feet indispensable, both in Great Britain and France. The British Parliament is just a b out meeting; a fresh budget of taxes will be propos ed, and it will g. , far to reconcile the people of England to this tit. is burden, provided they should be persuaded it is the last feather ou the camel's back. In addition to this, the prospect ofa ape dy pc:weal ways raises the price of consols, which is a marvellous consolation, especially to the mass of the people of England, who never did, and never ei.pcet to, own a dollar of stock. and whose sole pleasure consists in paying the interest. --lln regard to Mr. DALLAS, cur new Minis ter to England, the Herald correspondent tele graphs that paper under date of the 11th that he took leave of the President that evening. MR. BUCHANAN AND THE PRESIDINCY—The Philsiielphisi'ennsyieunion pubilshes the f.11,,,w. tog extract from a private letter lately received by a gentleman to Peaosylvauta, from HAI Jas Buebaoan. Os the contrary we know many w h o can never be induced to fellowship with eithe r the Black Republicans, or their brother peliti e el harlots, the Know Nothiap. And Wit in q uiry naturally aloggeets-intelfwhers, in the ap proaching Presidential contest, will each men go? under what banner will they enlist? to what music will they keep step? will they fall into rank, and in the language of the brilliant Chaste, "keep step to the music of the Union," or will they yield to old projection, sad fold their arms sad allow the Democratic party, single handed and - alone, achieve another victory over thaeombined efferte of those who proscribe because of the ac cident of birth, and those who seek is the wild whieloof's dismembered eoafedesey a peneesa for all the ills their distempered imaginations , have conjured up? And while Inquiries like them have suggested themselves to us, it is very evident they have occurred to the minds of oth ers. - The Baltimore Assericen, the National h telligencer, and the New York bowie:mid Ad- wertiser, journals wedded to the name as well as th e policy of the old whig party, are each and silver ly asking themselves, is the language of Web ster, "Where um Ito go?" Tee het amid pa. per is of opinion that, "the cosiest will be be tween the Democrats and the Know Nothings." As to the Republicans, it "has no idea that they can muster any very encouraging support to whatever man they may select." And hence it is peculiarly solicitous that the Know Nothing shall "be careful not to outrage the good tease of their own best men, and of their friends outside the party, by a nomination discreditable to them, and calculated to detract from the dignity of the Presidential °Moe." That the Commercial ie fearful that Law will be a meow ful candidate is evident. It mays: "There appears to be looming up a feud between the friends of Millard Filmore sad George Law, which, if not skilfully 1111/01.11fitd, may result in a permanent disagreement. We lima it hard to believe that Mr. lAII has any chancel for the nomination, but seek a belief is forced upon us. We incline to think that he will actually have the majority of the New York delegates, and probably in the whole convention that dietitian will be nearly equal. Upon the stela' of that convention the old hue, conservative Whigs can not look without the deepest interest. It will be full of omens to ns. Something too will de pend upon the platform which id provided for the candidate. The true, oonstitutional Whip are Americans in sentiment and feeling, but because they are Americans, they eau enter into no cos !Aiwa to ostracise men fur their religion's sake; acid "whom the constitution accounts citizens, they also will account citizens, and in good faith treat them as such." For him old line whigs would cheerfully vote; but for LAW they essunot.— Hence the inquiry comes up with redoubled force, wA•t•• will they ye We are inclined to think with Mr Bucneitcriss as the nomihee of the Democratic party, the inquiry is easily answer ed. He is a statemnan of conservative views; he has experienoe, patriotism, and talent; his electiou would not "detract from the dignity of the Pre.idintail uffioe," on the contrary he would 411 it with a "dignity" and a grace unequalled since the days of the Statesmen of the Revolu tion: In casting their votes for such a man, they will make no sacrifice, either of principle or of feeling, save the sacritioe which the onward march of events has forced from them. But above all in doing so, they will "join a party. that tarries the flag, and keeps step to the music of the Union A Strong Bid for the Presidency. The papers bring us a message---a special message—from the Governor of Ohio in regard tv tbd affairs of Kansas; this document is well designsied, by one of our cotemporaries, as "a very remarkable" publis: paper; not so much, we suppose, because of the matter it treats, or of its manner of treating it, as because the very wor thy gentleman who sends it, and the equally worthy gentlemen who constitute the General Assembly of the State of Ohio, to whom it is addressed, have no more to do with the affairs of the people of Kansas than they have with the affairs of the people of Pennsylvania. But it is remarkable in another respect. Lt is remarkable becau4e the writer is a gentleman who, whatever those who du not know him may think to the con trary, 1. by no latallll deficient is sound nose and cool, calculating discernment; and who, of all others, cue would think would be the last man iu the world to "put his political foot in it" so com pletely as be evidently has in this instance-- Fanaticism and wild freesy will swallow a good many absurdities, we know; but even the fanati cism of Black Republicanism we verily believe has not a gullet sufficiently rapacious to take down such an absurdity as this wild bid for the Presi dency of S. P. Cruse, by the gram of Peskin, the Governor of Ohio. It is @widest therefore to us that while CRAM has by this more bid high for the nomination of him party, t h e bid is a little too high to win. Wean atreagthed in this opinion by the tone of the Cisminesti Co tombiap, a paper that upon all questions of this oliaraoter, is certainly wild enough for any fanat ic old of Bedlam. WASHINGTON, Feb. 11 The President to-day issued a Proclamation which will appear in the (Twins to-tuorrow, au, ting forth that indications exist, that the public tranquility and the supremacy of toe law to Kansas is endangered by the reprehensible sets and purposes of persons, both within cud with out the territory, who propose to direct and con trol its political organization by force. The coin• binations have been formed therein to resist the execution of the territorial laws, and thus in el feet to subvert, by violence, all the present eon stitutional and legal authority That persons residing without the territory but near its bor dere, contemplate armed interveauon in the af fairs thereof—that other inhabitants of remote States are collecting money, engaging men and providing arms for the same purpose. Ile oommands all persona engaged in unlaw ful entubinations against the constituted authori ty of the Territory of Kansas, to disperse and re tire peaceably to their respective abodes, and wam all such persons that an attempted insur rection in the territory, or ve intrusion into the same, will be resisted not only by the employment of the local militia, but also by that of auy available force of the C S. troops, to the end of assuming immunity of violence and full protection to persons and property, and the civil rights of all peaceable, law-abiding inhabitants of the territory. If in any part of the Union the fury of faction of fanaticism inflamed into a dia. regard of the general principles of popular sov ereignty, which, under the constitution are fun damental in the whole structure of our institu tions, if to bring on the country the dire caismi ty of arbitrament of arms in that territory-, it shall be between lawless violence on the one side and conservative force JO the other, wield. ed by the legal authorities of the general govern ment The President calls u the citizens of both adjOining and Jistaot States to abstain from uo• authorized interu3eddliug with the local concerns of. the territory—acnoutehes them that its Or pule law is to be executed with impartial jus. tine, and that all individual acts of illegal inter. fereoce will incur condign punishment, and say endeavor to interfere will be withstood.
