Governor Letcher. !United States Minister Plenipotentiary to Mexico, pre sented his credentials to President Her- rera on the 7th of February, on which occasion the usual courtesies were inter changed, and the usual complimentary speeches made. The impression seems to prevail througout Mexico, that Santa Anna will return, which we believe he will do at no remote period; that be will hold on a year or two, and then, very probably, go again into exile, as a kind of temporary rustica tion, to which he is now so accustomed, that he has come to regard it, probably, as a matter of course, ard an evil which not being remediless, is therefore endurable. They talk now seriously in Uexico of constructing a railroad, an actual iron railroad, from Vera Cruz to the Capital, first, and to be continued thence to Aca pulco, on the Pacific. The whole length of the road would oe between four and five hundred miles, and would be a work of great' utility, but, under the present state of things in Mexico, political and finan cial, not now, nor for some time to come, realizable, in our opinion. We think a railroad from the Mississippi to San Fran cisco, is likely to be sooner constructed than the Vera Cruz and Acapulco road, though possibly it imght be completed to the city of Mexico, could the country en joy a dozen 3'ears or so of repose, ridding itself firsta sine quanori of the revolu tionary and revolutionizing military ele ments, which are its crowning curse. The cholera was commiting fearful rav ages in various parts of Mexico. It is much more to be dreaded there than in this country, Cor two reasons the want of comforts among the people, and, in re mote districts, the almost entire absence of skillful physicians.- Wash: Globe. . The Cincinnati papers of the 8th, contain particulars of the disasters occasioned by a storm which oc curred in that vicinity during the greater part of the two previons days. 1 he Times says: The streets and gutters of the whole city were deluged; indeed the sluiceways would have afforded good canoe naviga tion for over 12 hours. 1 he Unto rose five feet in the shortest possible time never known to rise so fast before and property that was exposed on the banks was swept off.'' ' ' ' The two Miamis, Mad River, .Scioto and Whitewater River, jwere all pouring out; and the Big Miami was reported,, as being much higher than heretofore known - Accounts from all parts says the Times agree in stating that the late storm was of terrific import and . that the damage result ing therefrom will be large in the aggre gate.
