Last week was sensational hero de
cidedly: On Thursday . morning the
Gov iii. - nransmitteil - to - ther - Legislatin
two messages-,vetoing-the Metropolitan
Police bill, and the bill for the benefit of
Dr. Schcoppe. The Police bill had been
passed by the entire Republican vote of
both Muses, except Mr. LOwry, and the
other had received, almost a unanimous
'vote of both parties. Thereading of,the
message vetoing the Police bill created
intense excitement, and very considerable
foolish denunciation of the Governer,.
\‘,. Some very despondent gbntlemen pro
claimed it the death blow to the Repub
.
--bean party; others accepted it as proof
'pc7altiVe - -that...Governor_ .Q.eary had
Johnsonized ; whilst a very
. few of the
Ibaser. sort Intimated that the vote had
been' sBciered - liy means of 'fhb money
collected by the Democrats from the
policemen in Philadelphia. All this ex r
citoment and silly talk subsided, hoev
; over, on'Friday, when the Philadelphia
papers arrived, which, with one excep
tion, sustained the action of the Governor,
and spoke in the - , highest. terms of the_
message, denouncing the bill as opposed.
- to, the interests of the Republican party,
and objectionable to the, citizens of Phil
adelphia. ; In the excitement over the
Police bill, Dr. Selcelpe'n ease seems to
be entirely . overlooked.
'NN At the meeting_ of the Temperance
Coliymation held, here last week, a ruse
, .lutiou *as adopted asking , the Legisla
ture to pasa-a , bill Which had been read
in .place some time ago, providing that .
the question of license or no licence shall
be submitted to the 'People of each city,_
township, and borough annually.
bill was made the special' -order for,
Thursday evening. It was debated,
• amended, and finally postponed.
appearie to be understood that if this act
or some similar one
,does net become a
law ,this winter, the- temperance men
will organize a separate political party.
This Movement would doubtless result
as all similar movements have deue—Lin
the defeat of the now party, and the
increased' chance of the success of the
Deniocratic party.
. . , .
- A committee was• raised by the House
for the purpose of investigating the
alleged frWuds in connection With the
Police bill. As nearly the_ entire com
enitteelaTcomposeertif Philadelphians, it
may be imagined that the investigation
will be very diligently prosecuted, finless
there are very aeatisfactory_ reasons_ for
delay. A bill has also passed making
_ baggage smashing a penal offence, wall
a fine not exCeeding ifinehuvadred - dollars.
The Senate has under consideration the
House bill, fixing the salary of the State
Treasurer, and making Provision for the
keeping of the State funds in banks until
a proper place of deposit shall be con
structed at the Departnient. It allows
. the Treasurer a salary Of $B,OOO per an
_ num, and :requires security in halt a:
million for the faithful performance of
his deities, requires Monthly returns to
be made to the" Auditor General of the
amount Of funds, *here deposited, and
at what rate of intdrest, and making the
taking of profits 'by the Treasurer for
deposits a felony, punishable by heavy'
fine and imprisonment. Many 'of the
provisions of the bill are admirably
allapted to cheek some of the evil prad
tices connected with the Treasury man
agement, but it seems strange-that the
Legislature, which had such rigid notions
of economy on the subject of the
Governor's salary, should put the Treas
urer's salary at $B,OOO. The office is.ari,
____impoitant..one_assuredly,„.but_tipt,
ciontly so to command the highest'salary
paid in the State.
On Monday a bill was read in place in
the House by Mr. Dill, of Adams, pro
viding for the payment of damages.
sustained by the people of the border
counties during the rebellion. An, effort
was mad& to suspend the rules, and
make the consideration of the bill the
special order for Wednesday iiext. This
failed,'as it required a two-thirdS vote,
and the bill was referred to the Coin-
mittee of Ways and Moans. To-day tlio
Governor's veto of the bill allowing writs
of error in homicide cases was taken up.
The bill was passed over the veto by
more than 'a two-thirds vote in each
House, and is therefore now a law, not
withstanding the objections of the Gov
ernor. The bill was 'specially designed
for the benefit of Dr. Schceppe, but as
his case was disposed of by the Supreme
Court before this act became a law, he
cannot avail himself of its provisions.
' The,bilLauthorizes a writ of error. totho
Supremo Court in alrcaaes' of murder
and voluntary manslaughter, as of right,_
without special allowance, and on such
writs the Court shall review both the law
and the evidence, and'dotermine whether
the ingredients necessary to constitute
murder in the first degree shall have
been proved, and if not to reverse the
judgment, and order h new trial, or
render such judgment as the laws of the
CommOnwealth require. The effect will
be to cause tho Supremo Court to review
every; capital case that may he triot
hereafter in the State.
