Thereading of,the message vetoing the Police bill created intense excitement, and very considerable foolish denunciation of the Governer,. \‘,. A bill has also passed making _ baggage smashing a penal offence, wall a fine not exCeeding ifinehuvadred - dollars. The Senate has under consideration the House bill, fixing the salary of the State Treasurer, and making Provision for the keeping of the State funds in banks until a proper place of deposit shall be con structed at the Departnient. It allows . the Treasurer a salary Of $B,OOO per an _ num, and :requires security in halt a: million for the faithful performance of his deities, requires Monthly returns to be made to the" Auditor General of the amount Of funds, *here deposited, and at what rate of intdrest, and making the taking of profits 'by the Treasurer for deposits a felony, punishable by heavy' fine and imprisonment. Many 'of the provisions of the bill are admirably allapted to cheek some of the evil prad tices connected with the Treasury man agement, but it seems strange-that the Legislature, which had such rigid notions of economy on the subject of the Governor's salary, should put the Treas urer's salary at $B,OOO. On Monday a bill was read in place in the House by Mr. Dill, of Adams, pro viding for the payment of damages. sustained by the people of the border counties during the rebellion. This failed,'as it required a two-thirdS vote, and the bill was referred to the Coin- mittee of Ways and Moans. To-day tlio Governor's veto of the bill allowing writs of error in homicide cases was taken up. The bill was passed over the veto by more than 'a two-thirds vote in each House, and is therefore now a law, not withstanding the objections of the Gov ernor. The bill was 'specially designed for the benefit of Dr. Schceppe, but as his case was disposed of by the Supreme Court before this act became a law, he cannot avail himself of its provisions.
