    A Joint Resolution Proposing
CERTAIN AMENDMENTS TO THE CONSTITUTION
y3E it resolved by the Senate and
giiiiso of Representatives of the Commonwealth of
mansylvania in (loners' Assembly met, That the fol,
lowing amendments hu proposed to the Constitution
of the Commonwealth, In accordance with the provis
ions of the tenth article thereof:
There shall bo an additional section to blip, third ar
ticle of the Constitution, to be designated as section
four, as follows:
SEOTION 4. Wlinnever any of the qualified electors of
this Commonweal h shall he in any actual military
service, under a requisition from the ('resident of the
United States, or by the authority of this Common
wealth, such doctors may exercise the right of suf
frage in all elections by the citizens, under such regu- '
lotions as are, or shall be, prescribed by law, as fully
as'if the) were present at their usual place of election.
There shall be two additional sections to the eleventh
article of the Constitution to be designated as sec
tions eight, and nine, as fdlows :
SECTION S. No bill shall be passed by the Legisla
ture, containing more titan one subject, which shall be
dearly expressed In the title, except appropriation
bills.
SECTION 9. No bill shall be passed by the LegialatUre
granting any powers. or privileges, iu any ease, where
the authority to grant such powers. ur privilotim has
been, or may hereafter be, r,onforred upon the courts
of this Commonwealth.
