Wlinnever any of the qualified electors of this Commonweal h shall he in any actual military service, under a requisition from the ('resident of the United States, or by the authority of this Common wealth, such doctors may exercise the right of suf frage in all elections by the citizens, under such regu- ' lotions as are, or shall be, prescribed by law, as fully as'if the) were present at their usual place of election. There shall be two additional sections to the eleventh article of the Constitution to be designated as sec tions eight, and nine, as fdlows : SECTION S.
