Meeting of Susq'a Grange, No. IMPORTIINT MATTER TO BOROUGH AND TOWNSHIP AUDITORS.—SeN4raI times in the last few months we Lave called the attention of the people and officers of the several bor oughs and townships in this county , to the law requiring them to publish an itemized financial statement of their accounts lin the newspapers in their immediate neighbo 11°61 We---hs.ve been led to do this, not altogether, from a sel ' 1 fish motive, but because it is our duty as journ l alists to keep the people posted in all matters that pertain to their interests ;:and also becaus we have noticed that in a great many instances the law was being totally disregarded. The law has been for years espeeiaU explicit as re gards boroughs. This disregard of the • law subjects theauditors of the borough, if the corporation is in debt, of one thoUsand dollars apiece ;it not in debt, of twenty dollars. The officers of the school boards have been equally derelict in their duty, and are liable tO' a simi lar fine. By a law passed in 1875, the d ty is now just as obligatory on townships or other corpora tions.• This:question is being preiented to the people by the papers all over. the State, 'and this has led us to investigate the natter. We , have sought information of the lawyers, and V tell us that the law upon this-poinfis plan—that it plainly requires the auditors of the several boroughs and townships to publish a , statement of their 'accounts, respectively, at the end or each fiscal year,in t least two tevvii papers of the county ; also, by written ;sir printed posters, posted withini the several bor oughs or townships. Some of the township and borough officers !iave held the opinion that the written- or printed posters, posted in the town or. township, were sufficient. A case o this kind was tried in 'Washington county, inr wiring a neglect o the auditors to publish in the papers, s and afte a thorough examination the Court decided against the auditors and fin ed them twenty dollars eacl... In Allegheny , tounty a like case was tried, and with exactly the sane result. i ' , • - • No doubt the reason why some persons s have thought a publication by written, or printed notices, posted up in the . borough or toivnship,. l 3TBS su ffi cient compliance with - the law, is be- ' cause the act of 1874 so stated it, but the pro- visions of the act vt ere as k t folltiwstrj- Nothing in this act shiilf be construed to in teriere with the present law which requires an- tuul statements of the receipts --and 'expen.tli t'4's 01 the borough ,councils: .road commis !toners, supervisors, overseers of the poor, and :ennui directors to be advertised in the daily .or weekly papers published in the respective Nines. h is plain front . the above. that the written or printed statements to be posted within , the borough or township, is in.additiio. to the pub leition in the papers, for were it not sojt . lieact would. he practically of no effect in tact . - . The law, in pursuance of that cou l stitutionali - provision, re quires such officers "Tied in Febuary to be sworn - into office.ou' the first Monday of April. Consequently the fiscal year ends at that time, and all annual statements haire to be made out arid published as soon as possible thereafter, excett school aecounis, which must be pub lished, in June. It will be readily sera by what we have said that it is necessary. that the auditors of th •ev !,,ral-boroughs, townships and districts throug out the county shall go to work at once and settle the accounts, as ithey are in duty bound t 6, and have them . puliiished, not only liy, post. inS written or printea notices, but - also bYpub fishing the same lull+ newspapers, aS the law . directs.- A . failure •to perform this, duty mayl subject the officers 'to trouble ; for, as we have stated above, if the corporation : is not in debt they ate subject to la fine of twenty dollars apiece ; if it is. in deht_to a fine of one thou sand dollars. It is hardly worth While for the auditors : of any' bor4igh, township . or diStrict j in , this county to inc r the risk of this penalty by -a neglect of this lain lawful duty.., If they do, and suffer by it, they cannot pleadl.ignor ance of the law as an excuse, for we do not suppose there are any ?persons. iu this. county elected. to this responsible position who cannot read.-- Bellefonte ReAblican. - 4 --- Business Locali. • Susie), GRANGE; 74, next regular session Saturday , June 24, i rat 1 o'clock ; p. m.
