The second place was won by U. S. G. Fink, of Mifflintown, Ju ciata County wbo attained the average of 72, and is entitled to be named as alternate. Ticket Scalpers. There is a law pending before the legislature of Mary land to prevent "Ticket Scalping' and to confine the .traffic in .tickets to the authorized agents of tbe railroad oom panie; the bill under oonsideration is similar to that which has beeD so effect ive, in this State both in protecting pas sengers and the railroad companies from the loss arising from tbe porobaae and sale of fraudulent tickets or of tickets improperly procured. There were re cently convicted in our oourts a ' num ber of tnmted employees of tbe Penn sylvania Railroad and Pullman Cr Companies, against whom tbe charge of embezzlement" was sustained. These men were all respectable and honest until tbey were tempted to dis honesty tempted to tbe loss of repu tation and position, and, in fact, into prison by tbe ticket soalpert. . Every tioket fraudulently abstracted or witn held by them, it was proved on their tnials, waa subsequently sold to the scalpers at largely reduoed rates and resold to travellers to be used a seoood time. Thus the railroad companies suf fered severe losses, and in cases where tbe frauds were discovered m time the passengers holding tbe scalpers' tiokets were subject to loss, and inconvenience No railroad company is secure from loss, no railroad eonduotor safe from temptation, and no passenger free from danger of buying fraudulent and use less tickets, so long as ticket scalping is legalized. Tbe railroads that are carrying passengers upon terms so fa vorable should be protected from fraud, their employees from tbe temptation that robs tbem of their borne, friends, and employment, and passengers from inconvenience or fraud. Tbe law of Pennsylvania is exceedingly popular, and a similar one should be among tbe statues of every State. Ooly through and by tbe operations of a like law can absolute security be afforded to the railroad companies, their employees, and the travelling public ; but until sucb a law becomes common in all States, travelers should refuse to pur chase from tbe scalpers, lest they be come iavolnntary partners in a fraudu lent traffio, and suffer tbe consequences of their own aot Philadelphia Inquirer.
