Besides this careful examicaliou of the road surface, the inspector carefully scru tinise the appearance of things along the line, and each inspector notes all imperfections, all improvements, all peculiarities, etc., and when the work of inspecting the road ia' completed they compare and average their notes and award tbe premiums to the super visors having tbe highest average. Tbe premium is awarded in money, and it usually requires from one to two months time to determine who are en titled to be rewarded. . ' ; In order to show our readers to what a perfect system this inspection of the road has been reduced, we might say that a week or so since a preliminary inspection was made of tbe Pittsburg division and over .four hundred itnprr fest joints were indicated by the gong.
