Settling Un. After such time* as we have liad, in consequence of the rel>ell'oii, an<l after they havo been prolonged through four paipful years, it ia.ncrtsur prising that difficulties should be eueotln tered in settling tip our public affairs. The severe and protracted storm has dis placed persons, filings and interests. It has shaken everything except the true principles of our republican government. These stand firm in the midst of exten sive ruins. Lilt the very stability and inflexible justice of these principles render our disordere J affairs the most dif ficult, by the imperative necessity they impose, for deliberation, caution, and equity in the precedure But there seems to be among as ei ther from national tetnperameut or from habit, or from both, a proclivity to spee dy processes, that by grand and rapid suc oesa shall bring iu the desired results. Caution stands below expedition in the scale of hdministrative virtues. \\ e are less patient of tl<jlay than of mistakes. The gigantic dimensions of the rebellion have familiarized the public mind with high magnitudes. 'J'lie numeration of wafciCasTialti'es by thousands startles us less than they formerly did when reckon ed by hundreds or even by scores. Our ! immense armaments, cur vast conflicts. | our glorious victories have, in a measure, abolished the old prudential considera tions of dilTieult 'eo and obstacles. No en terprise appear impracticable. Hercule an has grown to be an absolete figure, as the expression af great achievements. "YctJ the work winch remains to bo done in settling up our national affairs, is a work of time and deliberation. It, is going on well, because it i - going on with j the aid of caution and with the support of patience on the part of the govern- i "went. It took tiyie lo disarm our ene mies of their military power. It requires time to reorganize their civil institution-, j td get their supended political function j into operation again, to replace indiisti i al pursuits, to start, on a fresh and bet ter impulse, the domestic and social life. It. requires beltbcration to make the nec-j essary discrimination anion,,' the guilty nve'ti who have so greatly disturbed the peace and damaged the iutetv U of the •republic, ft demands time for the diffu sion of the vast martial element advanta geously among the pacific population of the •country. The era of heroic achievements may be regarded as past. The time for deliber ate steady action has come. The gov ernment may almost be said to have rever ted jto iu normal state of peace, after its for ced and unavoidable exercise of martial efficiency In suppressing the great insur rection. The balances appear, conspicu ous r.ow, in the hands of justice, the swor.l lying by awaiting the turn of the scales. Many of the great offenders are in her custody, llcr function is defined by law and right. 81ie will not waive her claims at the pleading of expediency. She will not enliauce them for the clam ors of vengeance. Principles, not pas sion, will dictate licr awards, and princi ple will also approve them. White, in the .settling up of the dis orders produced by the rebellion, the des erts of individual traitors and murderers are Under judicial treatment, the gener al interests of communities will not be" overlooked. The pacification of the in surrectionary portion of our country will be followed by its improvement. Time .and judicious precedure will accomplish this. The political machinery, though much shattered, will bo replaced and set in motion by the wise engineering which lias kept the rest in good condition ; during the great rebellion. The revival of industry, and of trade, and the resumption of homo feelings and pursuits •will ensure success. Let us, therefore, hope and wait. Things must have a cure of sufficient ra dius to turn on, safely. Fruits do not ripen, even und r the best culture, iu a day. Providence, in some things, moves but it always moves safely. Its vindications have boon seen during the war; it may be confidently trusted for .prosperous issues in the j.oaec. .Ivutice will react the great wumg-duers. ctemenpy will embrace the rest, and the Republic willTcceivc no detriment in the final settling up.— Pittsburgh Commer cial ' — ; Tbcreis a man out West who claims to cure disease by laying on hands.
