A DIRECT APPEAL. And now I appeal to all to D niocrats as well asothers, arc you rcallj willing! bat , tbe. Declaration shall be thus frittered way t thai left no more, at most, than an interesting memorial of the dd part ? thu ghirn of its vitality and practical value, and left without the germ or even tvjj-jstiuu of the individual rights of man in it? AMALGAMATION AGAIN. l?at Judge Douglas is especially horri fied at tho thought of the mixing Hood by the white auJ Hack race. Agreed, fur once a thousand times agreed. There aro Hack men enough to marry all the black women ; and so let them he mar ricd. Ou this point we will fully agree "with the Judge ; and when be shall fehow that his policy is better adapted to prevctit amalgamation than ours, we shall drop ours, aud adopt his. Let us see. In 150, there were, in the United States, 405, Tol uiulattoes. Very few of there vvcte, tio offering of whites aud free blacks ; nearly all have sprung from thick starts and trhile matter. A separation of races, is tbe only pcrfict preventative of amal gamation ; but as au immediate separation is impossible, the next best thing is to keep them apart where they are not alrea dy together. If white and black people never get together in Kansas, they will never mix blood in Kansas: that is at lea.-t one self-evident trutb. A few free culjrcd persons may get into the free States, in any event, 1 lit their number is loo itisignilicaut to amount to much in the way of mixing blood. In loO, there were iu tbe free Slates, 5G,tjlD tnulattocs; but for the most part they were not born , there they came from the. dare States, ready mxe . In tbe same year, the slave States had 313,74 mulalloes, all nf home production. Tbe proportion of free mulattoes to free blacks (the only colored classes iu the free States) is much greater in the slave States. It is worthy of note, too, that among the free States, those who make the colored mau tbe near st to equal the white, have propnrtiona bly the fewest uiulattoes the hast of amalgamation. In New Hatnpsuire, the Slate which goes furthest towards equali ty between the races, there are just 181 mulattuesj while there arc in Virginia rinw many do yon think? 97,775, being 4o,12G more than in all the free States to gether ! DOCaLAg IN FAVOR OP AMALGAMATION. These statistics show that slavery is the greatest source of amalgamation ; and, next to it, not the elevation, but tbe de generation of the free blacks. Vet Judge Douglas dreads the slightest restraints on the spread of slavery, and the slightest humirj recognition of the negro, as tend ing horribly to amalgamation ! . This very Dred Scott case affords a strong test as to which party most favors amalgamation tbe Republicans, or the Democracy. Dred Scott, bis wife and two ttsopUtorfi, wero nil invol.oil ia tl. suit. Ve desired the court to have held that they were citizens, so far at least as to entitle them to a bearing as to whether they were free or not; and then, also, that they were, ia fact aud in law, really free. Could we have had our way, the chances of these black girls ever mixing their blood with that of white people, would bare been so diminished at least that it could not have been without their consent. But Judge Douglas is delighted to have them decided to be slaves, and not human enough to have a bearing, even if tbey were free, and thus left to the forced concubinage of their masters, and liable to become tbe mothers of mulattoca in spite of themselves the very state of the case that produces nine-tenths of all the mulattocs all tbe mixing of blood in tbe nation 1 Of course, I state this as an illustration only, not meaning to say or intimate that the master of Dred Scott and family, or any more than a per centage of masters, generally, are inclined to exercise this par ticular power which they hold over their female slaves. SEPARATION OF THE SLAVES. I have said, that the separation of the races, is the only perfect preventative of amalgamation. I have no right to say all tbe members of the Republican party arc in favor of it. There is nothing in their platform directly on the subject. Rut I can say a very large proportion of its mem bers are for it, and that the chief plank in their platform opposition to the spread of slavery is most favorable to that sep aration. Such separation, if evct effected at all, must be effected by colonization ; and no political party, as such, is now do ing anything for colonization. Party op erations at present only favor or retard colonization incidentally. The enterprise if a difficult one; but "where there is a will there is a way ;" and wtatcnlonization needs most, is a hearty will. Will springs from the two elements of moral sense and self interest- Let ns be brought to be- lieve it is morally right, and, at the same time, favorable to, or, at least, not against, cur interest, to transfer tbe African to bis tiatire clime, and we shall find a way to : to it, however great tbe tak may be Tbe children of Israel, so much in number as to include four hundred thousand fight ing men, went out of Egyptian bondage in a body. A DIFFERENCE FTATED. How differently the different courses of the Penrxratic and Republican parties incidentally bear on the question of form ing a will a public scutimeut for colo nization, it is easy to sec. The Republi cans inculcate, with whatever of ability they can, that t!ie negro is a man ; that bis bondage is cruelly wrong; and that the field of bis oppression ought not to be en larged. The Democrats deny bis manhood; deny, or dwarf to insignificance, (be wrong cf bis bondage; so far as possible, crush ail sympathy for him ; compliment them selves for doing so ; and call the indefinite outspreading of his bondage "a sacred right of self government." The plainest print can not be read ibrough a gold eagle ; and it will ever be 1 ard iu find many men who will send a !avc to Liberia and pay bis passage, while 'lity tan send bitn to a new country Kansa, for instance and sell him for fif- n imn jiea dollars, and the ric. , j RESOLUTION I)R0r0SING Amendments to the Constitu tion of ihe Commonwealth. t ifcsuoW la IU firuate and ll'4Ut of Reprrmttatim uf the rnmm.mu'jm of iY aNxyVnrai. iu (rfwral AiiemlJu m.t.
