' Elections. hica has carried the new Republican State Constitution, notwith standing the Democrats opposed it as a party. Missouri, it is believed, gave majority for Holms, the American and Republi can candidate for Governor, although it is feared an attempt is being made to cheat him out of it by false returns, as Bash Ford was in Wisconsin and as Manx was in Philadelphia. It is a desperate expe dient, and will be narrowly investigated. Kentucky, Tennessee, Alabama, Arurth Carolina and Tezat have gone overwhelm ingly for the sham Democracy, leaving Pro-Slavery Koow-Xothingism as prostrate in the South a it is in the North. The Southern K. N.'s tried to be more pro slavery than the Democracy, bnt failed to coovince the Slaveocraey of that, and at the same time lost the goodwill of the middling classes on whom they might have relied.' Thus ground between the upper and nether millstone on the Slavery ques tion, K. X'm may be considered defunct as a National party. More Rascality 1st Kanaas. Another proof of the rascality of the Locofocos in Kansas, is shown in the re cent tpporxionment for the utri Tmrninu Legislature, made by the Speaker and other officers of Ihe present bogus Legisla ture, with the connivance of Gov. Walker. I that apportionment, nineteen free State counties, containing within eight hundred of one hat of the entire population of Kan Has, are allowed only timer representa tives; while the rcmaiuiog fourteen Bor der Ruffian counties are allowed TfllRTr 81 x representatives. Nor is this all. The ninst outrageous Gerrymandering has been resorted to, to overslaugh the free State towns and localities. For example Dou g'as and Johnson counties, in which the towns of Lawrence and Lecompton are lo cated, have been united, in order that the former may be weighed down by the bor der vote in the neighborhood of Wcstport; and not only that, but a strip of territory lying along Arkansas River, one hundred and fifty mild off, is also tacked on, to make sure of overwhelming Lawrence and returning eight representatives. In fact, she bordtr counties, with all their facilities for fraudulent voting, are allowed twenty eicht oat of the thirty-Dine representatives! ... ... . When we add, that probably more than ' ' lea thouaaod Free State residents are rfu- franrhited by the terms which forbid the . , , . , . . , , .. we have said enough about this most nn jast apportionment. A correspondent of the St Louis Democrat, referring to these outrages, says : "If Gov. Walker does not correct this fraud, and if a pro-slave legis lature is chosen by it, the first time it asp-nobles there will be a majority of the members ranged. The Kansas correspondent of the Democrat says that JuJgo Cato has published an opinion re garding the payment of taxes as an essen tial preliminary to the rights of voting : and that the Sheriff of Douglass county has given notice of his intention to collect the uses. Humors say that Lane, Robison, Phil-! rtps,Conway, lilood aud others have been iudicted by the Grand Jury of Lecompton. In a speech at Oaawakee, on the 5th inst., Gen. Lane announced tbe organiza tion of eleven thousand men to protect tbe po!U at the October election; and stated that the number would be increased to twenty-five thousand. Gov. Walker having marched his men to besi.-ge Lawrence, without any cause, Las now marched them away again, after finding out that he waa making a fool of Lioisclf. TOICC OF SXYDER COtlJTOT. At the recent county Convention, the ! following expression of sentiments was adopted on the report of the Committee oa Resolutions Hon. Xer Middleswarth, 0. G.Vcr'non, H. J. G. Ilerrold, Abraham Hendricks, and J. F. Hummel via : Resolccd, That wo view with deep con cern the present crisis of affairs. Some of the most valaable and dearest right of our citizens, that have been upheld and supported by the most eminent and patri otic sages of this country ever since the Declaration of our Independence, have been destroyed by the highest judicial tribunal of our couotry,and the land-marks have been prostrated. - Resolved, That we feel alarmed at the present situation of affairs in Kansas, not withstanding the many promises and pre dictions of the friends of Mr. Buchanan, before the last election. It appears, that by the course pursued by the Administra tion, every obstacle is thrown in the way of the free State men, and every facility given to the pro-slavery party, and that a State Constitution will bo formed in a short time with slavery attached to it. Resolved, That we believe it to be the duty of all lovers of freedom, let them bo long to whatever political party they may. to unite in ono solid column, and vote for men for office who are opposed to the misrule of the present Administration of the U. S. Government, and consequently to vote against Win. K. Packer for Gover nor of this State, and all others who may be placed on the same ticket with him. Rcioloed, That we approve of the pro ceedings of the American Republican State Convention, assembled at Harris burg on the 25th of March last, as the most efficient mode to unite and barmo nizo all the elements of the great National Whig Party, together with all others op posed to the extension of slavery into free territory, into one solid phalanx against the principles of the present National Ad ministration, and therefore recommend j union and harmony in the support of the candidates nominated by said Convention. Resolced, That we will most cordially support the State ticket, formed at Harris burg en the 25th day of Mured last, at the head of which stands the name of Hon. David Wilmot forGovornor, (also the ticket formed by this Convention this day,) and cordially invite every lover of freedom to nnite in giving a long pull, and a pull altogether, and by so doing they will be elected by a triumphant majority. Retolced, That this Convention appoint committees of vigilance in every district of tho county, designating a Chairman, who shall call meetings from time to time, as occasian may require ; the chairman to have power to add other names to the com mittee if necessary. Resolved, That wo recommend to the Standing Committee, to call county meeting, on Tuesday, the 22d day of Sept. next, as a grand rally in favor of "Freedom, the Constitution, and the Union, one and inseparable, now and for ever." Some advised that course, trusting to future resources ; while others approved of building as far as the money subscribed would pay ; while others did not deem it politic to involve the enterprise until its success were dear and snre. - It was finally agreed to submit the matter to a vote of the Stockholders, in the several townships and boroughs, lo morroir, from 1 to 3, P. M. Wo arc not sufficiently "posted up" in. Railroading to take sides on this issue. Wo want tbaJload ; but a work of its magnitude at this time needs a very deoided expression in its favor before being undertaken. The Road should be built SOMETIME SOMEHOW. Before von take this action, I wish to present a few stubborn facts, in regard to other Riads.lheir commencement.progress, ' and completion ; fm it is said, and urged bra I treat many stockholders along the line, mat we have not enough stock subscribed, to under take and ensure the completion of this enter prise; and that we must have some aid tram capitalists, either in New York or elsewhere. Were we to wait until this is accomplished, we shoo M never, at least in this generation, have a Road. I ask yon to point me out one single instance of a Railroad, of any impor tance, walling until capital enough had been secured to build their whole Road ! No, there is not one j they all began work, when they t had one fourth, (and some not that much,; or their capital secured. The writer here pives details of the con struction of several Road, for which we bare not time or room. Now let us look to what we have actually subscribed, and then judge whether we can or J can not go on immediately with the heaviest , sections of this work. There are now bona fide subscriptions to the amount of $50.000, of which (28,000 hare been paid either in cash j or notes. The estimate to grade the road ready for track, from Lewisburg to 2.50 miles I ruiui uuaouur:; as pel liiiici:i .uiuaiii page 19) is $269,683 or f 5117 per mile ; and from this point to Pmegrore, $36,457 or $3, 719 per mile. The total will be from Lewis burn to Pinegrove $306,139. Now deduct 10 per cent, of this (which is assumed will be done) as taken in stock by Contractors, will leave $275,525 to be paid in cash ; then add $5000 for water stations. c, will make only $555 more than you have subscribed (rather a small sum). But, says one, the estimate is too low j the work can not be done for this amount. Do ynufthink, for one moment, the Engineer is willing to risk his reputation as such, in ma king an estimate like that ! A man who has j been employed for years and years, on our j State improvements, and other principal rail- i roads throughout the country, and is now do- j ing work at and below these price. The stockholders of Union '. are not so much interested in this road as ' those of Centre, for they are bounded by rail- j mads, and a canal on one side; and each easy of access; bnt, notwithstanding all this, they ' are now willing to join you in eommrncin this enterprise, yet leave it to those of Centre to say whether yon rrallv want this Roadwir j not. If you vote for it, they heartily coincide with your wishes; if you vote against it, they are still satisfied, and may hid you good bye for ever: and if at any time hereafter you wish this road, you will have to accomplish it with out their aid and co-operation. If we build this road, we shall make onrj country known, by drawinetravel through the interior; then we shall have purchasers com ing daily in search of farms.as they are doing already along other roads lately opened ; Ihe ; prices of land will rise, because more can be j made from it; rents will rise in proportion to I prices, and tenants make larger profits at high ! rents, than they now make at low ones. Land- j holders who do nol wish to sell, can rent one- J half their lands, for as much as they now i make from the whole, and by applying all . their labor lo the residue, donhle the income from that. The farmer can then afford to di vide hit farm with his children, instead of sending them lo the West. Taxes will be di mished in proportion as the amount of laxdble property is increased. Villages will become flourishing towns, supported by a dense popn Istion. Schools and churches will multiply and improve; and with the increase of means will come an increased spirit of philanthropy, which will build no institutions, for Ihe care of those who are unable to care for themsel ves, and are not properly cared for by others, j In view, then, of the cheapness of this Road, and the amount of local business alone, which we mav confidently expect, we have no hesi tation in asserting that the stock of lhe I.. C. & S. C. R. R. is a perfectly safe investment, and must ultimately become one of the most profitable stocks in ihe country.
