Hickok, K"i (former Dep uty,) to be the Superintendent of Common Sehoola for Pennsylvania, under the law miking that a separate and independent Department Tbe Senato confirmed the nomination, unanimously. The appointment is for three years from the 1st of Juno next. This is an important movement in the advancement of onr educational interest, and if Mr. Ilicknk's strength should prove equal to bis desires, three years will mark a decided growth in the common school system. We might quote from 20 to 30 pa pers which bare fallen under our eye, all of which with singular unanimity urged upon the Governor tbc appointment of Mr. Hickok. Thces papers were of different shades of politics ; and we know of no other name having been presented for the office. The details of the bill we can not give, as we have not seen it. for the LawUburg CbronWt. Too much Law. Ooe of the greatest curses of civilized societies and governments, is, too much law. Their archives are a lumber of statute books, the enactments of wbitth often eon- found each other, and the interpretation of which keeps in existence a profession whose whole policy is to keep np the complication of laws so that it will put common sense at defiance. The latest legislature.whetber of a nation or of a corporation, thinks itself wiser than all all its predece?sors, and, per force of its mission, revises all their labors. Often enaoting new statutes without ascer taining whether or not they annul or con flict with those already existing, they make government, legislation, and law, a puzzle, a farce, and too often a down right curse. Democracy should study simplicity and directness, of all things, and a republic should have no laws that are not reasona ble and clearly intelligible to common sense. How true the saying, "That nation is best governed, which U governed least." From California. Nrtv Okleans, April 27. The steamer Empire City, with California dates to the Gth inst., is in the river coming up. Tbe steamer Illinois left A.-ipiowall for j New York, with nearly a million and a half in gold. The Pacific Express Company has failed. Business at California was dull, but Chinese products were advancing in price. The Empire City has on board one hun dred men belonging to Lockridge's com pany, and seventy others, including Gen erals Wheat and Hornsby, are on board the Illinois, bound to New York. Tbe rest remain at Aspinwall. The retreat of Lockridgo is confirmed. The Costa llicans have taken possession of Punta Arenas, and have also captured the steamer Rescue, with a large amount of ammunition and six pieces of artillery. Lockridge's men were taken to Aspinwall by tbo British vessels at San Juan. The steamer J. L Stephens, at Aspin wall brought no further intelligence from Gen. Walker. Private despatches, how ever, received at Aspinwall, represents his A Book from Gov. Geary. Kick m. Uipile. This was an action The Chicago Tribune has the following ' of covenant to recover from Henry Hippie statement. We presume tbe informant of that journal is Governor Gokmaji, of Min nesota. " We are told by a Democrat of unques tioned faithfulness to bis party, himself a Governor, that in a late conversation with Gov. Geary, he learned that that geutle man is preparing from his Diary, faithful ly kept during his administration, a sum mary of events in Kansas, as they came under his own personal or official observa tion. We are told by the same authori ty, that in that book, when it is given to the country, tbe allegations of the Repub lican journals in relation to the fiendish atroeities piacticed upon the Free State men by the Border Ruffian invaders will not only be confirmed, but fully proved. It tcill be ilated that, during a trip on a much frequented road, soon after hit arri val in the Territory, he saw twenty-tix mur dered Free State men. Some of these had been shot or brained, and throwu out by the road side to rut under the buroiog sun. Others bad been scalped as Indians scalp quit rents on a lot owned ly him, in Lau disburg, Perry county Pa., from 18 H un til 1800. The defendant objected to the payment because the lot iu controversy was drawn and assigned to the holder by lottery. The cause was submitted to tbe Court for its opinion at January Court 1857, and at the opening of April Court, Judge Graham delivered his opinion, from which we glean the following : Tbe town of Landisburg was laid out ly .Abra ham Landis, in lt'JJ. I he lots were as signed to ticket holders by lottery. A ticket sold for 3 pounds, and there were no blanks, and each lot so drawn was sub ject to the payment of one dollar per year as groucd rent. Lot No. 13, of Deft., was drawn by John Biglcr, and passed through many intermediate hands to the present PI IT. The Court decided that tbe defence of Henry Hippie was without mer it. There was no eqity in giving him what he had never purchased, and what those from whom he derived his title nev er claimed Judgements for PUT, for quit Union County Court Affairs.
