This year, police said they responded to 88 non-traffic cita tions, also a decrease to last year's 103 citations. But the number of alcohol overdoses increased this year with police responding to 19 incidents, police said. Last year, they responded to 13 overdoses, police said. The number of DUIs also increased with 11 reported this year compared to the nine reported in 2009, police said. MIDDLETOWN, N.Y. Remains found two weeks ago in Pennsylvania have been identified as those of an aspiring dancer from Texas who disappeared after leav ing a New York City night club in 2008 with a registered sex offender, state police said Monday. A DNA analysis confirmed the identity of 25-year-old Laura Garza of Brooklyn. She had moved to New York from McAllen, Texas, five months before she disappeared. A group of ATV riders found the remains April 11 in Mount Cobb, Pa., several miles outside of Scranton, said Capt. Wayne Olson. Mose said that in order for the increase to take effect Aug. 1 as is planned, it will have to be included as part of the budget process and voted on at a May 24 meeting. Mose will attend nine municipali ty meetings in May, to ask each one for funding and to confirm the budg et, he said. Though the municipalities pro vide only small funding, Spychalski said federal and state funding hinges on it. Regarding AlcoholEdu, in which students are required to participate prior to coming to Penn State, the group suggested a more cost-effec tive approach whereby students would be provided with a more indi vidualized program with frequent follow-ups throughout the year. Other groups discussed the need for an alcohol-free campus and alternative activities that would appeal to the interest of more stu dents, such as a revamped Late Night Penn State. Because the students researched the topic of high risk college drink ing throughout the semester, they were also prepared to speak about less explored parts of the problem, such as why drinking has become a social crutch for the current genera tion of students. One PLA member said because they were exposed to technology so early on, students text message more than they talk on the "If you give a new quarterback a lot of time back there, and he doesn't feel any pressure, he can really look good and look like he's been there a long time," Wisniewski said. "So we're going to be doing all we can to make sure that happens." Other possible shakeups could occur at left guard and both tackle positions. Last Wednesday, Wisniewski said left guard Johnnie Troutman was in Paterno's "dog house" and playing on the second line. Paterno said the tackles are a concern, and left tackle Quinn Barham could make a switch back to guard. "We're really not sure who our tackles [are] going to be," Paterno said. For the 2009-2010 school year, University Park housed about 14,100 students on-campus, and 6,900 of those were freshmen, who are guar anteed on-campus housing, Powers said. In addition to an overabun dance of Nittany Apartments con tract offers, Powers said, the waitlist for on-campus housing is long and the university is not offering many contracts at this time. Powers did offer some advice to students on the waitlist. "By no means should they wait," she said. "They should be looking for a house." With the tackle positions not set tled, Paterno said spreading out his wide receivers will cause more pres sure on the tackles and put the offense at a disadvantage. Wisniewski is pleased with Barham's and Eliades' progressions this spring but thinks Barham still has a good amount of work to do in the offseason. He said the offensive linemen have started to settle into their posi tions, and he doesn't know whether more switches on the line will be made. "It certainly could happen," Wisniewski said.
