process so they should be able to
watch it," he said.
Heicklen said because he is waiting
for official notice from the court. He
is not sure what will happen next.
"There will be a lot of jockeying
around over the next week," he said.
Heicklen said he suspects the judge
will notify him and ask what he wants
to do once notification of the board's
decision is received.
If Heicklen decides to drop the
case, it will be over. However,
Heicklen said if he is not happy with
the solicitor's statement, he will
inform the judge, who will then make
a decision.
"That's my guess what will hap

tarian Party prior to the board's infor
mal announcement, Heicklen said the
board was asked once by phone and
once by writing Aug. 30 to allow
watchers to be present for the count.
The release also states the party
sent a letter Sept. 25 to the Centre
County Commissioners office. The
first request was denied, but the oth
ers were not replied to, according to
the release.
Pennsylvania law requires that two
or three watchers and any candidates
be allowed to watch the count,
Heicklen said.
Connie Lucas, Republican candidate
for county commissioner, and H.
Scott Conklin, Democratic candidate,
both said they would be in favor of
whatever the law states.
"If that's the law, that's what it
should be," Conklin said.

next century could become warmer
than any the human species has lived
through."
It said China's Giant Panda and the
Arctic polar bear were among the
species at risk of extinction from
global warming.
WWF commissioned the Climatic
Research Unit at Britain's University
of East Anglia to conduct research
into various climate change scenar

It projected that sea levels would
rise between three-quarters of an
inch to four inches per decade. This
would threaten low-lying U.S. coastal
cities such as New York, Boston, Bal
