The trouble for Shawntee Ford was that her father was able to get through some of those same cracks. Sent to live with foster parents while her mother sought treat ment for drug abuse, Shawntee was later handed over to her father despite his arrests for punching a girlfriend in the face, holding a girlfriend and his two sons hostage and shooting a gun from a window. On March 9, just a little over a month after she began living with her father, 2-year-old Shawnee, was found deed in her father's Pittsburgh hotel room. The problem with the agency's check on Booker is apparently not isolated. The same week Shawntee died, the Department of Public Wel fare informed the Children and Youth Services agency that it would receive a six-month pro visional license because auditors had discovered 72 violations of regulations. Among the violations was a failure to make timely criminal record checks. State regulations do not speci fy what the agency must do when a judge directs it to investigate a father seeking custody. And the state Department of Public Welfare's Western Regional Office of Children, Youth and Families investigated Shawntee's death and reported Aug. 15 that the agency had acted properly.
