The United States is seriously considering economic sanctions against a Chinese firm for violating an international agreement by allegedly selling M -11 missiles to Pakistan, adminis tration officials said yesterday. U.S. law requires that sanctions be applied in cases of violations of the Missile Technology Control Regime, which bars the transfer of missiles with a range in excess of 300 kilo meters or a payload in excess of 500 kilograms. But he warned that Syria, the real power in Lebanon, could block an agreement by not letting the Leb anese army crack down on anti-Israel guerrillas. Speaking a week before Mideast peace talks are to resume, Rabin proposed a phased agreement to deploy the Lebanese army closer to Israel's northern border and dis arm Hezbollah, the Shiite Muslim militia. The troops occupy a buffer zone Israel carved out in 1985 to protestor its northern settlements from attack. Guerrillas in the area have repeatedly attacked the Israeli troops and their militia. "We would very much welcome if the Lebanese goverment were to deploy its army further south within Lebanon and demonstrate to us that it is capable of controlling what is happening in its territory," Rabin told reporters at the opening of a water desalination plant in Deir-el-Balah. The opening had been postponed after nine Israeli soldiers died last week in an ambush in the buffer zone claimed by Hezbollah.
