Mulch fire near Hallowell extinguished by PSU police A smoldering fire ignited in a pile of mulch on the west side of Hallowell Building at s:26Wednesday afternoon but was extinguished by University Police Services, police said. The fire, which never broke into open flames, was probably ignited by a discarded cigarette, police said. Utilities co. is fined over rate practices HARRISBURG (AP) The Pennsylvania Gas & Water Co.’s practice of giving unequal treatment to deliquent customers could hurt it in a pending $13.6 million rate case, Public Util ity Commission Chairman Bill Shane said yes terday. A report approved by the commission, 4-0, said the Wilkes-Barre-based company’s “credit and collection practices need substantial improvement in certain areas.” PG&W has pre viously been criticized and fined for the quality of its water. Shane said rather than impose a fine for the credit and collection practices, as was proposed by Commissioner Joseph Rhodes Jr., the PUC might consider trimming the company’s return to stockholders. “I believe our goal is to modify the utilities’ behavior, not flog utilities,” Shane said. “We have a fully sufficient club within the con text of the rate case,” he said, referring to a potential penalty in stockholder returns. The company’s pending case, which is under review, asks the PUC for a $13.6 million annual increase in its rates for natural gas customers. Rhodes’ proposal to fine PG&W failed for lack of a second. Rhodes said the company broke PUC regulations and should be penalized. The report said the utility waived late-penalty fees for a few large customers ■
