Affifmative action has only been in existence here since 1973 and it has only had sustained lead ership since 1976. My impression is that we've been effective not only on the basis of statistics, where there has 'been im provement in some but not all catego ries, but in the relationships that exist within the institution. You must be a risk taker in the sense of the activities that you under take and the results that you expect to achieve. There will be risk in devel oping any affirmative action plan. The effectiveness of that plan de pends upon the careful risk taking that exists in the institution.. You cannot be haphazard. You can not develop a black opportunity fund it must be a faculty or an opportu nity fund. You cannot develop a black community centers; they must be community centers. The activities that are undertaken from those, how ever, over the short term can be focused to particular groups as part of an affirmative action program. That's the delicate balance that exists between affirmative action and non-discrimination. COLLEGIAN: As Pennsylvania's land-grant university, do you think Penn State has an obligation to have the same percentage of blacks 9.2 as Pennsylvania has? That is we ought to get a reasonable share of those students who graduate and are prepared to go on to college. But not all those stu dents are going to go . on to higher education institutions so based on the percentages that graduate, you get another number. We could set a goal anywhere. We could set a goal at 15 percent. We could set a goal at 5 percent. But to my knowledge we have no specific percentage goal for both undergrad uate and graduate students. But the recognition is that it 'should be a representative number based on all the efforts that we can take to in crease what we have. The question becomes how do you know when you've achieved your goal. You know that presumably by setting some kind of benchmark. I think you have a different situa tion when it comes to faculty and staff. That to set an overall goal of 9.2 percent for the University would rec ognize in part that that goal could be met by hiring individuals in the low est levels simply by putting all of our resources into those categories. And those people who are trainable in a sense of the skills levels that you have as requirements . for positions for which you have vacancies. The figures that are typically thrown about are those that are • re lated to faculty for example. If the insitution requires the master's de gree or the PhD for tenure-track appointments, then the percentages have to relate to the recipients of those degrees. If you look at the figures of degrees conferred, you recognize a problem. The percentages are extremely low for black American PhD holders in the fields in which this University is presumably, by someone's stan dards, strong if not by evaluation from some accrediting agency, cer tainly by increasing enrollments. And obviously the areas that are thrown around are areas in which we have strong enrollments agricul ture, earth and mineral science, engi neering and business. And when you look at the kinds of criteria that we are using to select faculty in the College of Business and the recipients of those kinds of experience, blacks do not measure up' well in terms of percentages. Now there is a way to do that and take a shortcut. And that is to get an unlimited allocation from the state for a line item for recruiting black faculty. 1 We then could go out and recruit specifically black faculty. Typically, however, to show lie increases nec essary, we are going to have to re cruit those black faculty from other institutions, including, in some cases, Pennsylvania state institutions. It is possible, however, to make a dramatic change at the institution by strategically appointing blacks into positions of responsibility in the exec utive, administrative and academic administrative positions. I think that when you look at it, the perception would be that it can't hurt, Obviously, anyone who has the con tacts with individuals, who are inter ested in being employed at the institution, and who can meet the qualifications, any increase in our applicant flow is going to increase our possibility of selection. So one of the ways may be to increase applicant flow. On the other hand, if we are to execute these programs efficiently and effectively the amount of money that is necessary to do that is going to have to be increased as well. And I would hope that in working with the legislative black caucus, that might be a factor in improving the situation for minorities at Penn State. I think it is important for the legis lative black caucus to understand what it is that they are talking about when they talk about the Pennsylva nia State University. It is important for them to see the institution not only at University Park, but at those campuses close to their areas of representation. There are a number of things which might be discussed with the legis lative black caucus, .but also other legislators as well. a , • Now we can detect a breast cancer smaller than this dot. A 14-by-40-foot trailer, containing a simulated dorm room, corridor, and stairwell, will give the feeling of an actual fire with intense heat and thick smoke. The demonstrations will be part of a program on fire safety sponsored by University Safety Services, the Association of Residence Hall Stu dents, the Alpha Fire Company and the Pollock/Nittany/Centre fire safe ty committee. Simulations will be conducted from 10 a.m. to 2 this afternoon and at 6 tonight in the Kern Parking Lot. Fire simulations will also be con ducted in the mobile unit at 6:30 p.m. April 18 and 19 in the Pollock Halls area and at 6:30 p.m. on April 25 and Randolph Baker (12th-accounting), the victim of a stabbing early Sunday morning, was listed in fair condi tion in the intensive care unit of the Centre Community Hospital, a hospital spokesman said yesterday. Max McGee, coordinator of Pollock Residence Halls, said, "This is the first year this unit has been used here. What it basically does is simu late an actual fire with smoke and heat providing a lack of oxygen and an inability to see for anyone going through the simulator." McGee, also adviser of the newly organized Fire Safety Committee in the Pollock/Nittany/Centre Halls area, said students in the area decid ed to organize to combat the frequent fires occurring in this area. "We've had about three fires so far," said Suzanne Fantasky, spokeswoman for the committee. "We basically want students to be come more aware of the importance of fires and of fire drills." Fantasky said the fire committee ports. Baker was stabbed in the chest with a pocketknife, police said. The investigation is continuing but no charges have be'en filed.
