Council to reconsider Family Health fundin•
State College Municipal Council will reconsider its
controversial decision to fund a Family Health Services
Inc. clinic at 7:30 tonight in the Municipal Building, 118 S.
Fraser St.
By a 4-3 vote, the council allocated Community Devel
opment Block Grant funds of $20,000 for the health clinic
and $lB,OOO for Counseling Services so that the two
Bellefonte-based agencies can establish a joint satellite
clinic in State College.
But a petition signed by 534 people opposed to the
funding decision was presented to the council in late
August, asking the group to reconsider its decision to fund

Opponents are concerned about the health clinic's policy
of issuing contraceptives to teenagers without parental
knowledge or consent.
Council President Joseph Wakeley Jr. said the petition
has been checked against county voter registration rolls
and 237 of the signatures meet the requirements of the
borough's home rule charter.
The charter stipulates that if 2 percent of the borough's
registered voters who voted in the last municipal election
sign a petition, the council must place an item on its
agenda within two months.

A second petition containing 1,334 signatures supporting.
the funding of Family Health Services was also received
by the council, Wakeley said.
Although both supporters and opponents of the issue
have testified at two previous council meetings, Wakeley
said the council will allow citizens to present any new
information on the issue tonight.
Other items on the council's agenda include

• A public hearing on proposed uses of the borough's
1983 federal revenue sharing funds.
• Discussion of a proposed borough smoking ordi
nance. The borough's board of health has recommended to
the council an ordinance banning smoking in public non
comMercial buildings. The ordinance was tabled at the
August meeting because all the council members did not
attend the meeting.
