Fraser St. By a 4-3 vote, the council allocated Community Devel opment Block Grant funds of $20,000 for the health clinic and $lB,OOO for Counseling Services so that the two Bellefonte-based agencies can establish a joint satellite clinic in State College. But a petition signed by 534 people opposed to the funding decision was presented to the council in late August, asking the group to reconsider its decision to fund ring on Track One. Council President Joseph Wakeley Jr. said the petition has been checked against county voter registration rolls and 237 of the signatures meet the requirements of the borough's home rule charter. The charter stipulates that if 2 percent of the borough's registered voters who voted in the last municipal election sign a petition, the council must place an item on its agenda within two months. Although both supporters and opponents of the issue have testified at two previous council meetings, Wakeley said the council will allow citizens to present any new information on the issue tonight.
