(AP) The Philadelphia Phillies have new owners, a new manager, a new image in the club house and some key changes in playing pergonnel. What does it all mean to a team that has been in the playoffs five of the last six years? Are the Phillies on an upward or downward trend? Is there a look of status quo? President Bill Giles, head of a group which paid almost $31.5 million to buy the club from the Carpenter family, is trying to build a champion. But the limitless financial resources of the Carpenters and the paternalistic attitude of former club president Ruly Carpenter are gone. Giles has to operate within a strict budget and answer to the stockholders who put up the money to buy the team. He and General Manager Paul Owens are paying their top players big dollars, but Giles is insistent on maintaining what he describes as "sanity" in the overall financial structure. The Phillies aren't about to go out and sign $1 million-a-year free agents or trade for them. Giles joked one day in spring training that he'd be glad to take outfielder Dave Parker off Pittsburgh's hands if he could pay the $1 million-a-year player $300,000.
