Council member Dan Chaffee also said he never understood the reason for pro viding free postage. "I don't think someone breaking the law should be given a free break," Chaf fee said. - The council approved the change, he said, as a general budget-tightening measure and because of the higher cost of first-class postage. The money goes into a general fund and pays for the cost of enforcing parking ordinances, he said.
