Carter proposes new education department WASHINGTON (UPI) The ad ministration yesterday proposed the A-eation of a Department of Education, arid promised Congress it would be trim and efficient with a $13.5 billion budget and 16,000 employees. She Kissinger turns down bid for Senate race WASHINGTON (UPI) Former Secretary of State Henry Kissinger, who may run for the Senate in New York state next year, has turned down a bid by some Republican leaders to make the race in Connecticut. Kissinger lost the major advantage he had in the New York race last month with the death of his political mentor and potential financial backer, Nelson Rockefeller. Wednesday, Kissinger wrote a letter to Fred Biebel, the Connecticut GOP chairman, saying “under no conceivable circumstances would I become a can didate.” The letter came the same day the New York Times reported Biebel was meeting with Kissinger and former Sen. James Buckley of New York to discuss running against Democratic Sen. Abraham Ribicoff if he seeks another term next year.
