"There will be no lawsuit," he said. The citizens council. formed last year, has made the bypass its major lobbying issue. Garner said the group wilrnot dissolve now that the bypass issue is nearly over. The University connector route and the effect of the by pass on Slab Cabin Park are the two key issues still unresolved in the bypass controversy, he said.
