ANSWER TO QUESTION: 1) Finalize a comprehensive plan for the Borough, as well as rewriting the planning ordinance. Much time, effort, and monies have been expended to date on this problem with minimal results. 2) The Central Business District is gradually deteriorating. If allowed to continue, a very important tax base will be diminished, which will lead to higher taxes for the entire Borough. 3) The fiscal policy of the Borough should be carefully scrutinized, with respect to expenditures of the various activities of Borough government. 4) The Council of Governments is a giant step; however, there is some question whether or not we are receiving full value for what we expend in that direction. The concept of C.O.G. was Air local govt. officials to get together for the exchange of ideas and discussion of mutual problems, not to set policy or propagandize. Each municipality must, in the last analysis, act in the best interests of its citizens, always keeping in mind what is the overall good for the entire area. (This program was part of the program for rehabilitation of inmates.) ANSWER TO QUESTION: This area has many problems and we will always have them with us. I have no ready solution that will work in every case; I wish I had. Having solved one, the solving of others will come easier, but we will never have them all solved and put away. To mention a few, there are the problems caused by an everchlnging population. We also have a problem of sewage, and highway construction, presently the by-pass. We suffer from the lack of clean and desirable industry locating in this community, which would provide jobs for our young people. If we are to improve College Twp. we must preserve as much of the natural beauty as we can, and avoid pollutidn of our streams and air at all cost. It is my intention to advance the interests and welfare jobs and improving the environment to the greatest extent possible. COLLEGE TOWNSHIP TAX SHIRLEY W. LUCAS. (age 35), 1703 Houserville Road. Part-time receptionist- REPUBLICAN Vote - for 1) DEMOCRATIC P.S. Friday, November 2, 1972.-11 and Chm. 1973-74; Advisor Pa. Vegetable Growers Assn. ANSWER TO QUESTION: Many dedicated citizens serve on Ferguson Boards, Commissions, and Authorities but each unit seems to go its own way. Progress is stymied until we get leadership capable of coordinating all the efforts in both rural and suburban areas. Currently no steps are taken to avoid friction. Having grown up on a farm and served agriculture all my life, I am equally aware of the problems of rural as well as suburban areas. We have rules and regulations but the citizens must be made aware of them. We need a long-range road building and maintenance program. I support Roadmaster and Township Engineer who are preparing this. The present set-up of building permit issuance and subsequent inspection is intolerable and must be improved. I have demonstrated that area cooperation can work but it has to be a two-way street. REPUBLICAN JAMES F. CAMPBELL (Age .161. 119 Suburban Ave.. State Coll. TRAINING & EXPERIENCE- Past member of Suburban Little League, performing such duties as coaching, equipment mgr. and pres. of the League. Mbr. of Assn. of Computing Machinery and past treas. of the Central Pa. chapter. ANSWER TO QUESTION: I am concerned with arbitrary rezoning. I feel that rezoning should be held to a minimum and should only be allowed when in the best interests of the immediate majority of property owners being affected. I further believe it is the duty of the people requesting a zoning change to prove that the request is supported by a large majority of the people immediately affected. Our community life style is changing. No longer is there an abundance of vacant lots where children may enjoy themselves playing ball or whatever games children enjoy. Therefore I feel it imperative that land be obtained which in time could be converted to formal recreation areas and be available at present for children to enjoy properly. Ferguson Twp. encompasses a large spread-out area and lam concerned as to whether we have a large enough police force to ensure sufficient police protection.
