Fridav, October 12, 1973 University State College Bicycle Regulations * THE PENNSYLVANIA STATE UNIVERSITY Department St University Safety BICYCLE REQUIREMENTS Registration Each student and employee of The Pennsylvania State University bringing a bicycle on Campus is required to register the bicycle and obtain a licence. The license expires on April 3a of each year, and the bicycle must be re-registered by that time. The expiration date is identical to that of the Boro of State College. Bicycles may be registered at Spruce Cottage any hour, seven days a week free of cost. The Boro charges 50 cents. Each bicycle must be in a safe __ mechanical operating condition ' and be equipped as follows: 1. A ‘headlight (clipped on flashlight acceptable) which is visible for a distance of 500 feet. 2. A rear taillight or reflector (one-and-a-half inches diameter) visible for a distance of 300 feet. 3. A bell or horn (not a whistle Open: Mon. & Fri. ’Till 9; Other Days ’Till 5:30 and Police Services E. Registrations and/or licenses are not transferable. Regulations: A. Bicycles may not be ridden on paths, walkways or any other pedestrian used ways. B. Bicycles must stop at all;stop signs and other signaling device. C. Riders are to yield the right of way to pedestrians. D. Bicycles may not pass vehicles on the right side and are to be ridden in single file only. Parking: A. Bicycles are to be parked in or near a bicycle rack. B. Bicycles may not be parked at entrances to any building or chained to any handrail, hand rail post, or door attachment. , Penalties: A. Murphy Co. or siren) which is audible at a distance of 100 feet. $5.00 per violation BE IT ENACTED AND ORDAINED by the Borough of State College, and it is hereby enacted and ordained by authority of the same: Section I: That from and after the ef fective date of this ordinance, it shall be unlawful far any person or persons to operate or use a bicycle upon any of the streets, alleys .fc - public thoroughfares of the Borough of State College without first obtaining a license therefore, and having said bicycle properly registered and tagged. Section II: Applications for licenses shall he made and kept by the Chief of Police or any other authorized person of State College upon forms provided for that purpose, said forms to contain the name, date of birth and address of the owner, together with a description of the bicycle, plus the number an the frame of the tricycle for which issued, sufficient for identification thereof. Before licensing a bicycle, it must appear to the Chief of Police that the appfiant is the owner of said bicycle, or that he is entitled to possession thereof, and no bicycle shall be registered or licensed nor shall any license be renewed as hereinafter provided until in spected, examined and found to be in safe mechanical condition. Inspection of bicycles may be dooe by the Chief of Police and/or by any one or more responsible persons or groups of persons designated by Borough Council. Section ill: The annual license fee to be paid for each bicycle shall be determined by Borough Council at a meeting each year, special notice of which shall be published in a newspaper of general cir culation in and about State College. Any license granted hereunder shall be ef fective for one year, after which the same shall expire and must be renewed annually thereafter for the current license fee deter mined by Borough Council. Licenses may be transferred without charge when the ownership of said bicycle is transferred. Upon application and satisfactory evi dence of the loss of a tag, a new tag may be issued upon payment of the current yearly license fee. The license tag granted shall be displayed on the bicycle at all times, at tached to the frame in the rear directly un der the seat of the bicycle in a manner that is plainly visable. Section fV: A rental agency shall not rent or offer any bicycle for rent, unless the bicycle is licensed and a license plate is attached thereto as provided herein. Section V: That in addition to the laws of the State of Pennsylvania, it shall be unlawful for any person or persons to operate or use a bicycle upon the streets, alleys, or public thoroughfares of the Borough of State College in violation of any of the following regulations: (a) No bicycle may be operated, unless it is in a safe mechanical condition and in good working order at all times. (b) Every bicycle shall be equipped AN ORDINANCE NO. 28S Regulating the use and operation of bicycles in the Borough of. Slate College, specifying certain standard equipment thereon, and providing for the registration and licensing thereof. (c) Every bicycle, when-'operated • upon a public thoroughfare, shall be kept as dose to the right hand curb as possible, and stall be operated in single file only. (d) It shall be unlawful to ride a bicycle on any of the streets, alleys, or public thoroughfares in the Borough of State College inacirde. (e) It shall be unlawful for the operator of a bicycle to carry another person on the bicycle, nor shall any one tow, or draw any coaster sled, person on roller skates, toy vehicles, or any other similar vehicle when operating such bicycle upon any street, alley or public thorough fare in the Borough of Sate College, and further it shall be unlawful for the operator of any bicycle to be towed mi his or her bicycle by any other vehicle.' (f) No rider of a bicycle shall remove both hands from the handle bars, nor feet from the pedals, nor practice any acrobatic stunts or fancy riding on any street, alley or. public in the Borough of State College. '(g) It shall be unlawful for the operator of any bicycle to carry any package, bundle or article thereon, in a manner which prevents the rider from keeping both hands upon the handle tars, (h) Bicycles stall be governed by existing automobile regulations governing parking and shall not be placed on sidewalks or in automobile parking meter areas. Section VI: It shall be unlawful for any person or persons to ride a bicycle upon any of the sidewalks of the Borough of State College. Section VII: Penalties. Any person violating any of the provisions of this or dinance stall, upon conviction thereof before the Mayor or any Justice • of the Peacf be sentenced to pay a fine of not less than Two Dollars or not more than Ten Dollars, plus casts, or to be imprisoned in jail, in default of the payment of such fine, for a period not exceeding two days. Provided further, that the penalties set forth herein shall apply only to those violations not heretofore regulated by the laws of the Commonwealth of Penn sylvania. Section VIII: All ordinances or parts of ordinances insofar as they are inconsistent therewith be and the same are hereby repealed.
