Hirsch, however, disagreed with the position that the size of the police force should be increased. Hirsch said if less emphasis were placed on investigative work, the force could provide for beat policemen with its present number. Higher education focus Symposium By M. J. KERRIGAN Collegian Staff Writer Problems facing higher education will be discussed at a Free University symposium beginning today. "The Future of Higher Education: Pennsylvania State University" is the title of a week-long group of workshops and lectures given by members of Free U, faculty and administrators. Ed Pitts, a symposium organizer, said its purpose is to "acquaint the Penn State community as a whole with the major issues that are ;facing higher education today." The symposium's timeliness, in view of up coming budget cuts and drop off in enrollments was em phasized by Donald Ford, dean of the College of Human Development. Ford will lecture on the "Future of the Land grant University" 8 p.m. Tuesday in the Forum. Phillips said he would in crease the number of borough police only after better pay and increased training is obtained for the force. He also said town police should work more closely with the LEC department, specifically in using practicum students for borough police work. He said such efforts in the past have met with "some resistance" by town police. Bergman said more policewomen are needed. Hirsch said he would retain authority over the police if elected rather than delegate the power to the borough manager as present Mayor Chauncey Lang has done. Bubash said she would retain control of the police but work closely with the borough manager. Mayoral candidate Jo Hays said he would let the borough manager retain control over police for at least the first six months in office while investigating which everyone a hint" of decisions which administrators con stantly must face concerning higher education's future. Afternoon workshops on Monday, Wednesday and Thursday will include discussions of new un dergraduate programs, academic reforms and alternate ways of teaching and learning. Three or four University administrators and committee members will act as "resource people" for each workshop, Pitts said. A graduate student will begin each session by asking the resource people a few questions according to Pitts. The discussions will be open ended and those who attend are expected to participate, he added. Three evening lectures will be given by Ford, JB Lon Hefferlin, editor at Jossey- Bass Publications, and Kenneth Mortimer, professor of higher education. Hef ferlin, from Berkeley, California, is the only sym posium participant not from Penn State. Tax collector candidate Marie Garner cited a need for more equity in assessing property taxes and called for more open bookkeeping and better publicity for tax guidelines. Garner also said she is against using local voting registration as proof of residency for tax purposes. She agreed with William Morse, another candidate for tax collector who said such guideline decisions were not within the tax collector's powers. But, she said, the office could be used to place pressure on the decision makers, nevertheless. Bergman urged voter approval of a proposed state constitutional amendment to be on the May 15 primary ballot, providing a tax break on land used for farming. Bergman said farmers need the tax relief to hold out against large firms which buy farmland for real estate development. Al Hersh, who helped organize the symposium, said the idea originated partly as a result of a paper written by Pitts. The paper, "Penn State in Transition," brought out a need to alter attitudes about educational reform, Hersh said. "Penn State is backwards educationally compared with what's going on around the country," Hrersch said. The symposium is to "educate the whole university students, faculty and administrators," he added. Pitts said many people contributed to the sym posium's development. In addition to time contributed by administrators, faculty and students, USG and GSA contributed money for publicity and refreshments, Pitts said.
