Brandt prepares bargaining plans BONN (AP) Chancellor Willy Brandt's triumphant Social Democrats prepared yesterday for hard bargaining with their junior partners in the ruling coalition as the opposition Christian Democrats took stock of their crushing election defeat. Chief government spokesman Conrad Ahlers announced that Brandt will meet Free Democrat leader Walter Scheel this week on forming a new government as soon as possible Brandt and Scheel are fully agreed on continuing the East-West reconciliation policies for which the Nobel Prize-winning chancellor won a resounding mandate in Sunday's election But observers said difficult negotiations on some domestic issues may lie ahead for the two parties before they can form a new government program The Free Democrats are SDS plans speech by Guardian writer Students for a Democratic Society will sponsor a speaking engagement by Steven Turgoff, writer for The Guardian, an independent radical newsweekly. The meeting was set up by a deposition granted Acanfora last week The deposition moderately right wing and favor free enterprise without state interference. Ahlers told a news con ference that the newly elected Bundestag, the lower house of parliament, will meet Dec. 14 and formally elect Brandt chancellor the next day. The Social Democrat leadership met to lay down guidelines for its negotiators in a joint commission which will soon work out details of a governing compromise. Brandt's party appeared in a strong bargaining position as it received 45.9 per cent of the vote to 8.4 per cent for the Free Democrats. But the Free Democrats could insist on a bigger say because their share of the coalition's Bundestag seats is bigger than before. They will occupy 42 of the 496 seats against 230 for the Social Democrats and 224 for the Christian Democrats. The Free Democrats had 30 seats after the 1969 election no change in the local government, one of four optional plans or a home rule charter. (AP) Plunging deeper into the planning of a second-term shakeup, President Nixon signalled yesterday a major shuffle of cabinet members before Inauguration Day. As he began the second week of an ex tended stay at his Camp David retreat, Nixon paused in a series of mountaintop meetings with administration officials to receive reports from his Vietnam negotiator, Henry Kissinger. The White House refused to discuss the content of Kissinger’s new round of talks with the North Vietnamese in Paris, but said a second session would be held today. Nixon spent the bulk of the day conferring on reorganization plans. Press secretary Ronald L. The official school board position had been that Acanfora’s transfer would last until an investigation of his credentials was com pleted. He said yesterday the officials told his lawyer the investigation was completed, and added he has not yet been reinstated in the classroom. Acanfora said yesterday’s questioning took place to obtain enough information to file for an injunction to return him to the classroom. He said earlier that specific reasons for his transfer would be needed to allow an in junction to be granted.
