Nachunov was the guest speaker at an informal rap-in sponsored by the State College Hillel to focus attention on the conditions of Russian Jews. Burn near Moscow. He said that while living in Russia he had never heard of Israel, "except as an aggressor of Arab states." There is one Yeshiva, or Jewish University, which according to Hachimov is there only for propaganda purposes. Ironically, it is discrimination which makes Soviet Jews continue their struggle. Shapp's 53.3 billion General Fund budget for 1971-72 landed on legislator's desks Tuesday and got a chilly reaction from both Rep,ublicans and Democrats. Shoop outlined spending for capital projects and roads and other special fund items to bring the total state expen ditures for the year to $5.7 billion. Democrat Shapp declined to personally deliver the traditional budget message to the D e m o c rat-controlled legislature, fearing a negative reaction might accompany his own appearance. Instead, he transmitted the budget in book form. The total spending represents an average $5OO for each Pennsylvanian, all of which would be paid from ex isting taxes including the new personal income tax.
