Diefen baker Tuesday night has been magnified out of proportion be cause of the indelicacy with which the U.S. acted,- Henry S. Albinski, assistant professor of political science, said yesterday. A U.S. State Department paper last week criticized Canada for its delay in accepting American nuclear weapons as part of the U.S.-Canadian defense of North America. According to a report of the Associated Press, Canada agreed in 1959 to accept American nu clear weapons. DEAN RUSK, secretary of state, said that the statement was released because of remarks in a heated parliamentary debate in Ottawa which disclosed confi dential exchanges between the two governments. "There is widespread recog nition that what we said needed to be said, but we should have used regular diplomatic chan nels."
