Secretariat Issues Texts of 5 Draft Resolutions By MEL AXILBUND As the Friday opening of the Model United Nations Assembly nears, the Secretariat Monday re leased the texts of five draft reso lutions which will be considered by that body in full and commit tee sessions. COPIES OF the resolutions are available at the. Hetzel' Union desk for delegates to the Model U.N. More than ten resolutions were submitted last night. Texts of these resolutions will be re leased as they are printed. One resolution, which the Com mittee on Nuclear Testing will debate, condemns all nuclear and Jose Limon, Dance Troupe Will Appear in Artists Series Jose Limon and his modern dance troupe will appear at 8 p.m. Sunday in .Recreation Building under the sponsorship'' of the Artists Series. Free Student tickets and gen eral admission tickets, which cost $1.50, will be distributed from 9 a.m. to 5 p.m. tomorrow through Saturday. Special $1 tickets will be available for children under 12 years of age. Limon and his group of 10 dancers are world travelers, having performed recently- in Argentina, Peru, Poland, England and France. They have appeared as part of the President’s “Inter national Program for Cultural Presentations,” which is admin istered by the ANTA (American National Theater and Academy) for the State Department. Sponsored -by 12 nations, in cluding India, the Republic of China' and the Philippines, the resolution also calls on all the nuclear powers to agree on a test detection system. Establishment of a verification system by an expert committee of the nuclear powers is also requested in the resolution. Czechoslovakia and Italy have each submitted resolutions dealing with the reorganization of the Secretariat, which is the adminis trative arm of the world body. Allen St. ination of permanent positions in the' Secretariat, “by the greatest number possible,” because there is now “an inequitable distribu tion of positions at the ‘senior level of operations’ and especial ly in relation to the lack of rep resentation apportioned among nations of the United Nations admitted since the ratification of the charter.” They state that 75 per cent of the “permanent positions” in the Secretariat are currently held by United States nationals or the nationals of other Western coun tries. The Czechoslovakians propose that positions with a term of five years be used to replace the "per manent positions.” THE ITALIAN resolution notes that the geographical distribution of positions in the Secretariat leaves certain areas under-repre sented. They ask that these areas, principally Eastern Europe and the newly independent states of Africa, be specially regarded in filling vacancies as they occur. The Untied Nations charter, in articles 100 and 101, states that Secretariat appointments are to be made on a merit basis, with due consideration being paid to the principle of geographical dis tribution. A recent report by a special expert committee of the Secre tariat notes that Communist bloc states as well as many of the underdeveloped or newly emer gent states are not equitably rep resented according to this prin ciple.
