five counties to develop commu
nity planning programs through
training courses conducted by the
Inslitute of Public Administration
at the University.
John 11. Ferguson, director of
the institute, said that approxi
mately 250 officials from Jeffer
son, Clearfield, Mifflin, Clarion
Una Centre counties have taken
his six-week sessions in planning
and community development.
"OFFICIALS are recognizing
that recreation is becoming im
portant and they want to make
sure that slums and honky-tonks
do not spring up at the entrances
and exits to the shortway," he
said.
County officials are also pre

On his first assignment with Bell of Pennsylvania, Tom
Rubinson (13.5., 1%1) was assigned to the General En
gineering Department. As a long-range planner, he
handled economic studies involved with providing better
telephone service.
On one such project, Tom planned the introduction of
a new type of telephone with pushbuttons instead of a
dial. Here as on other studies, Tom was urged to include

the increased traffic and indus
trial possibilities created by the
new road, he said.
As a result of the courses, which
are sponsored by the Department
of Public Instruction, some coun
ties have developed planning
commissions and county redevel
opment authorities aimed at
achieving new growth.

The University now offers
doctoral program in nuclear en
gineering, leading to the doctor
of philosophy degree.

following recommendations by
the faculty of the Graduate School
and the faculty of the College of
Engineering and Architecture. '
It will be administered by the
Graduate School and the Depart
ment of Nuclear Engineering and
the University will thereby be
come the first university in the
state to offer such a program un-
