TUESDAY. JUNE 13. 1961 Walker Hits State Education (This is the first of a series of three articles 07t President Eric A. Walker's views of the role that the Commonwealth of Pennsylvania must play in edu cating its residents.) President Eric A. Walker said last week that there is a direct correlation between ed ucation and unemployment, and that Pennsylvania is in viting economic deterioration by not encouraging college enroll ment on a mass scale. "Pennsylvania has now ha d three education reports." Walker said, "and each one pointed out that the Commonwealth not only sends fewer high school gradu ates to college than other states of its size and wealth, but does de cidedly less for higher education than most." Walker added that this fact would not in itself be alarming were it not that Pennsylvania already suffers from high un employment and is destined to suffer even more. "As an industrial state," Wal ker said, "there is no question that the Commonwealth has been seriously affected by the advances of automation an d electronics. Moreover, there is convincing evi dence that this stivation will wors en in the next ten years." On the other hand, he added, authorita tive figures indicate that it will need 40 per cent more people in the so-called "professions." "These people," he insisted," can be trained in our colleges and universities but first we must have the colleges and uni versities and secondly we must have the money with which to operate these colleges and uni versities." At present - w.e are doing nothing about either right now, he stated. Walker cited figures to show that in the United States only Massachusetts ranks below Penn sylvania in per capita expendi ture through tax sources for high er education. "This is an indictment," he stat ed, "of which no Pennsylvanian should be proud. And unless we do something about it, 'and do it quickly, the price in human suf fering will be humiliating." Instead of sending 24 per cent of its high school graduates to college, Pennsylvania should be making at least a modest effort to match the national average of 33 per cent. New Four Term New 'students on campus may be puzzled over the many allusion's they will hear to something called the "four term plan." Neither animal, vegetable or mineral, the plan represents a de parture from the semesterly aca demic world into a school year of four 10-week periods. Announced early in October by President Eric A. Walker, the plan lengthens the class periods from 50 to 75 minutes with a 20-minute break in between classes.
