Proposed SGA Constitution
The following is a copy of the
revised SGA constitution, as
presented to the Assembly last
Thursday night by Duane
Alexander, chairman of the
SGA Reorganizational Com;
m ittee.
The constitution is scheduled
for its second reading at tomorrow
night's Assembly meeting. Three
readings and a two-third's Vote
are required for ratification.
PREAMBLE
We, the students of The Penn
sylvania State University, in or
der to promote the welfare of
the student body and the Uni
versity as a whole, and to insure
the democratic right of self-gov
ernment, utilizing the principles
of separation of powers and rep
resentative government, do here
by establish this constitution of
the Student Goyerngient Associa
tion of the Pennsylvania State
University.
Article I Name

Section 3a. The Vire-President of SGA

Constitution or the By-Laws of SGA.

Section 1. The Legislative power of SGA
shall be vested in the Assembly, which
shall he chosen annually during the Spring
Term by the student body.
Section 2. Members of the Assembly shall

the four areas, accordintr to the number

Section 3b. Each of the four major com
munity governing bodies conduct nomina
tions for its representatives on Assembly
under the supervision of the Elections
Commission.

paign shall be financed by SGA. However,
the total amount spent in one election
shall not exceed $5OO.

Section 4. Each member shall repeat the
following oath prior to assuming office:

dent body and the University as a whole."
Section sa. The SCA Vice-President shall
be the presiding officer of the Assembly,
but shall Vote only to break a tie.
h. The Assembly shall choose a mem
ber to he President pnrtempore, who shall
preside in the absence of the Vice-Freei
,tent.
c. The Vice-President shad appoint a

Section 6a. The Assembly shall be . the
judge of the elections and qualifications,
of its members, and in case of a tie in
an election, shall vote to break the tie.
d. A two-thirds majority of the eligible
members shall constitute a quorum to do
business.
