MARCH 22. 1961 Proposed SGA Constitution The following is a copy of the revised SGA constitution, as presented to the Assembly last Thursday night by Duane Alexander, chairman of the SGA Reorganizational Com; m ittee. The constitution is scheduled for its second reading at tomorrow night's Assembly meeting. Three readings and a two-third's Vote are required for ratification. PREAMBLE We, the students of The Penn sylvania State University, in or der to promote the welfare of the student body and the Uni versity as a whole, and to insure the democratic right of self-gov ernment, utilizing the principles of separation of powers and rep resentative government, do here by establish this constitution of the Student Goyerngient Associa tion of the Pennsylvania State University. Each of the agencies created in Section 6, except Elections Commission. shall have a Constitution and exercise full legislative, executive. and judicial author ity within its jurisdiction. However, the SGA Assembly shall be the final authority on all legislation dealing With an All- University nature and with the welfare of all subordinate groups. Any constitution or legislation of an organization under the jurisdiction of SGA shall be null And void insofar as It is inconsistent with this Constitution or the By-Laws of SGA. "Section Sa. Cabinet shall meet at least twice a month throusthout the academic year, except for vacations. b. Section 3. Representation on the Assembly shall be apportioned among the four ma jor community governments: WC, MRC. TIM, and A\VS. Section 3b. Each of the four major com munity governing bodies conduct nomina tions for its representatives on Assembly under the supervision of the Elections Commission. t. The Assembly shall be . the judge of the elections and qualifications, of its members, and in case of a tie in an election, shall vote to break the tie. d. A two-thirds majority of the eligible members shall constitute a quorum to do business. e. A majority vote shall be required to Pass ordinary motions and legislation, A majority shall he defined as one more then halt of those voting. Section 7a. The Assembly shall have the sole power of impeachment. Grounds for impeachment shall be embezzlement, mal feasance in office, or action* contrary to or in violation of this constitution: Im peachment shall extend to SGA officers and Assembly members. b. Removal proceedings may be instituted by a mniority vote of the Assembly upon a motion to this effect by any of its members. The Assembly shall sit as a Tribunal with the Chairman of the Su preme Court presiding.
