(/P) The United States last night won in its efforts to push a resolution through the UN General Assembly’s Credentials Committee recommending the seating of a Congo delegation headed by President Joseph Kasavttbu. Only the Soviet Union Kennedy Retains Small Vote Margin From the wire services The popular vote for the presidency as of 10 p.m. EST indicated that John F. Kennedy held a margin of 358.790. This is based on returns from 164,- 649 of 166.137 precincts. The count was: Kennedy 33,685.237; 50.3 per cent. Nixon 33.326,447:, 49.7 per cent. Kennedy had won a total of 23 states with a total of 338 electoral votes including 18 un committed electors in Ala bama and Georgia. Nixon had won 25 states with 188 electoral votes and was leading in one other state with three electoral votes. . A slate of unpledged electors won in Mississippi with eight electoral votes. The popular vete was the tight est in any election since the first Benjamin Harrison - Grover Cleveland race in 1888. Republi can Harrison won an electoral victory then while running more than 100,000 behind in popular vote. Just before the vote Morocco and the United Arab Republic de clared they would not take part. ’They said they opposed any action in view of the decision by the UN General Assembly Wednesday night to suspend consideration of the Congo question until a 15- nation Asian-African conciliation commission tries to resolve rival ries between political factions in the Congo. New Zealand, Spain, the Philip pines, Costa Rica and Haiti voted for the U.S. resolution. Those nations enabled the UniL ed States to beat back moves to keep Kasavubu .waiting in the wings indefinitely as head of the Congo’s delegation in the assem bly. (/P)—Thfr Navy successfully launched an advance Polaris missile on a record 1,600-mile flight yesterday and scored a significant break-through in its program to increase the it’ange of the submarine weap on. Project officials, pleased with the result of the new model’s maiden flight, reported the mis sile achieved all test objectives in streaking 300 miles farther than any previous Polaris. Range and accuracy were not vital goals of this initial test. The new Polaris series, desig nated A 2, contains several im provements over the well-tested A 1 model. It eventually will have a range of 1725 miles, compared with 1380 miles for the A 1 rocket. The shorter-range Polaris is scheduled to become operational next week, when the atomic sub marine George Washington goes to sea with 16 nuclear-arrned mis siles. Radical changes have been made in both stages of the ad vanced missile. Aerojet General Corp. maker of the first-stage motor, has added 30 inches to the length, increasing the over-all height of the Polaris to about 31 feet.
