Examples of this kind of aid are financial support of agriculture and ROTC programs in state uni versities, he said. Rackley said that the basic problem is "whether the variety of pressures exerted in the Sen ate and the House of Representa tives will support a program of general aid to education." This, he said, would be the main test of either the Democratic or the Re publican program. A federal education program, Rackley said, "cannot be put in to effect on a continuing local basis on the assumption that the states will get equal returns on their investments." He explained that taxes re ceived by the national govern ment from the states represent the total spending of the people of a state. If the educational needs of a particular state are few, Rackley said, the state cannot expect to receive equal returns on• its investment. The surplus tax money is instead allocated to those states whose educational needs are prominent. If Congress voted in favor of : a general aid program to educa tion, "the states would not. have Ito accept such a program. but they would have to pay for it," ,Rackley said.
