FRIDAY, MARCH 4, 1960 Morton Stops Morse Try To End Senate Debate WASHINGTON (iI)) A mqve by Sen. Wayne Morse (D.-Ore.) to limit the marathon Senate civil rights debate was blocked temporarily last night when Sen. Thurston B. Morton (R.-Ky.) tore up the cloture petition. Morse, after a bristling exchange with Sen. Lister Hill (D.-Ala.) who was speaking for Southerners opposed to the bill, announced he would attempt to limit debate by filing a cloture petition, a move requiring signa tures of 16 senators on th- peti tion. Morton, chairman of the epub lican National Committee a d act ing as Republican leader at the time, waited until Morse had de posited his petition at the clerk's desk for other senators to sign. Then after reading it, Morton carefully tore it to pieces and dropped it on the Senate floor. Called from the Senate floor to ask what had happened, Morton told a reporter: "Yes, I tore it Up." "If we are to have cloture, I don't want it to come from a turncoat," Morton said. He referred to the fact that Morse, a former Republican, had quit the GOP, and after a brief time as an independent, became a Democrat. Morton called Morse's petition effort an obvious grandstand' lay. He said it was one of many Morse had staged late at night. Morton said Morse had no right to file the petition under Senate rules and "I had a cer tain right to do it." His refer ence was to his tearing up of the petition.
