SATURDAY, FEBRUARY 27. 1960 I' Praises Indonesians, Blasts Japan, SEATO JAKARTA, Indonesia (JP) Soviet Premier Nikita Khrushchev told Indonesia's parliament yesterday that Asia and Africa should be represented at the summit. "But," he added, "maybe the time is not yet ripe." The touring Soviet leader bitterly criticized Japan. sup ported Indonesia's claims to Dutch West New Guinea, lambast ed the Southeast Asia Treaty Or ganization, denounced colonial ism, and preached coexistence and world disarmament. President Sukarno, Khru shchev's host and guide during his 12-day tour, was not present dur ing the speech. Khrushchev declared Sukar no's bid for representation at the summit "is the only one which is right." He said other summit members had turned down a Soviet proposal to in clude neutral nations like India, and "maybe the time is not yet ripe to arrange a more repre sentative summit conference." But the Big Four meeting in Paris in May will lead to wider talks where African-Asian nations will have their say, he said. Khrushchev's main theme was' peace and disarmament. He said economically backward countries would benefit if the arms race were halted and the money divert ed to aid. He recommended general and complete disarmament and "ex tensive control of it." Japan's signing of a new joint U.S. security agreement threat ens world peace, he declared, add ing a proverb: "If you sow wind, surely you will yield a storm." By permitting foreign (meaning U.S.) military bases on its soil, he asked if Japan intended to carry out its plan of the 1920 s for the conquest of Asia. Khrushchev called the eight nation SEATO alliance a dan gerous kind of collective colon ialism and accused it of "provo cations and conspiracies against Indonesia, in Cambodia and Laos." Applause broke out only once, when Khrushchev said the Soviet Union supports Indonesia in its struggle to get possession of West Irian, or West New Guinea, from The Netherlands. Johnson himself voted against it. Southern forces earlier had adopted a new tactic in their fight against new administration backed legislation to help guar antee that Southern Negroes can vote in areas where they say they are now illegally kept from the polls.
